According to the assessment of Vietnam Social Security, the implementation of Directive No. 38-CT/TW has been seriously and synchronously implemented by the Social Security sector from the central to local levels; 100% of Party committees, affiliated units, provincial and district Social Security agencies have disseminated and disseminated to Party members, cadres, civil servants, public employees and workers. Health insurance coverage has increased rapidly and developed sustainably. Before the issuance of Directive No. 38-CT/TW, in 2008, the whole country had only 39.7 million people participating in health insurance, the coverage rate reached 46.1% of the population. By 2023, there were 93.6 million people participating in health insurance, 2.3 times higher than in 2008, the coverage rate reached 93.35% of the population. Every year, on average, there are over 150 million people undergoing medical examination and treatment (KCB), the health insurance fund pays over 100 trillion VND. In 2023, there will be over 174 million health insurance-covered medical examinations. The health insurance-covered medical examination and treatment system is well organized from central to local levels, including public and private medical examination and treatment facilities, facilitating access to health insurance cardholders' health insurance services. The appraisal, inspection and examination work has had fundamental changes in its operations, contributing to improving the quality and efficiency of the management and use of the Health Insurance Fund, preventing abuse and profiteering of the Health Insurance Fund, and ensuring the rights of health insurance participants. The Health Insurance Fund balance is maintained stably and sustainably. In 2009, the Health Insurance Fund had an imbalance in revenue and expenditure of VND 2,444 billion. By 2015, the accumulated surplus reached VND 49,330 billion; by the end of 2023, the Health Insurance Fund balance reached VND 57,284 billion.

In the coming time, the Social Insurance sector will continue to closely follow the tasks and solutions stated in Directive No. 38-CT/TW to effectively implement policies and laws on health insurance; focus resources on striving to achieve over 95% of the population participating in health insurance from 2025 onwards, moving towards universal health insurance in accordance with the goal in Resolution No. 20-NQ/TW dated October 25, 2017 of the Central Executive Committee of the Party (12th tenure) on strengthening the protection, care and improvement of people's health in the new situation.
