COMPLETE MANY IMPORTANT TASKS

In the first quarter of 2025, the Party committees, authorities and political system of the province united, overcame difficulties and challenges, continued to focus on leading and directing the implementation of central and provincial policies with high political determination, completed a large amount of work and achieved positive results.

Gross Regional Domestic Product (GRDP) increased by 8.07% over the same period; total state budget revenue increased by 2.3%. Culture and society continued to receive good attention.

The work of building and rectifying the Party and the political system in all aspects of work has been promoted. The Provincial Party Committee has focused on leading and directing the implementation of the work of arranging and streamlining the organizational apparatus according to the central government's policy; directed the development of a draft Political Report to be submitted to the Provincial Party Congress for the 2025-2030 term; directed the promotion of administrative procedure reform, resolving existing problems and difficulties, and allocating and disbursing public investment capital, creating momentum for economic and social development.

PREPARING TO END THE DISTRICT LEVEL HISTORICAL ROLE

Participating in the discussion at the conference, delegates were concerned about many issues when ending the activities of district-level government and managing economic and social development according to the 2-level government model. In particular, it is necessary to urgently approve compensation and resettlement plans for projects to speed up the disbursement of public investment capital; at the same time, review the work and tasks of the district level before June 30, this is a top priority task, requiring the highest effort because there is very little time left.

Head of the Provincial Party Committee's Organization Board Lu Ngoc Binh said that the district-level government has only more than 80 days left to complete and operate under a two-level mechanism from July 1, 2025. Many issues regarding the mechanism are in the process of being developed, but to facilitate the two-level government to operate well, localities need to uphold their sense of responsibility and be proactive in disbursing public investment capital related to land acquisition and site clearance, and land acquisition and resettlement authority.

At the conference, delegates were informed of Conclusion No. 137-KL/TW dated March 28, 2025 of the Politburo and the Secretariat on the Project on rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model; Conclusion No. 138-KL/TW dated March 28, 2025 of the Politburo on the Project on rearranging and streamlining the Vietnam Fatherland Front, political and social organizations, and mass organizations assigned by the Party and State (central, provincial and communal levels); Regulation No. 231-QD/TW dated January 17, 2025 of the Politburo on protecting people fighting against corruption, waste and negativity; Plan No. 219-KH/UBKTTW dated March 14, 2024 of the Central Inspection Commission on implementing the direction of General Secretary To Lam on inspection, supervision and discipline enforcement of the Party; Conclusion No. 119-KL/TW dated January 20, 2025 of the Politburo on orientations for innovation and improvement of the law-making process; Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation; Directive No. 42-CT/TW dated January 16, 2025 of the Politburo on strengthening the Party's leadership in education work on diligence, thrift, integrity, uprightness, impartiality.

The conference listened to the Provincial Party Committee report on the Plan to arrange commune-level administrative units in the spirit of closely following the criteria of natural area; population size; history, tradition, culture, religion, ethnicity; geo-economics, geo-politics and national defense and security. The plan to arrange commune-level administrative units will be submitted to the competent authority for consideration and approval.
