Conference on analyzing and evaluating DTI results of Ninh Binh province in 2022

On the afternoon of August 24, Comrade Tong Quang Thin, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee chaired a conference to analyze and evaluate the results of DTI in Ninh Binh province in 2022 and announce the ranking of the level of digital transformation of state agencies in Ninh Binh province in 2022.

Also attending were members of the Provincial Digital Transformation Steering Committee; leaders of agencies and units in the province; members of the Working Group assisting the Provincial Digital Transformation Steering Committee.

In 2022, the DTI index value of Ninh Binh province reached 0.6214 points, an increase of 0.0115 points compared to 2021, ranking 21st out of 63 provinces and cities, down 15 places compared to 2021. The results of the DTI assessment and ranking reflect that the digital transformation of Ninh Binh province in 2022 continues to develop on all 3 pillars and achieve certain achievements, however, the development speed is still slow, not meeting the requirements. In some areas such as: Ensuring information security, developing the digital economy, the results achieved have not met the requirements, the growth rate is slow compared to localities across the country.

The results of the assessment and ranking of key indicators and component indicators of Ninh Binh province in 2022 show that the implementation of digital transformation in the province has achieved some positive results, reflected in a number of key indicators and many CSTPs achieving maximum and high scores. However, the assessment results also clearly show that many CSTPs in the key indicators have low and very low scores, especially some CSTPs do not achieve scores, which is the main reason for the decline in the rankings of key indicators and DTI of the province in 2022.

Therefore, to improve and enhance the DTI index ranking of Ninh Binh province in the coming time, it is necessary to focus, seriously and resolutely implement tasks and solutions to improve and enhance the value and ranking of each CSTP and key index, especially indexes with low, very low and no scores.

From the achieved results, the conference analyzed and evaluated the key indicators/CSTP and proposed tasks and solutions to improve the provincial DTI index in the coming time.

The goal is to rank the DTI index and key indicators of Ninh Binh province in 2023 to 10-15, and below 10 by 2025. Continue to maintain the score value for CSTPs that achieve the maximum score in 2022.

Strive to achieve maximum score for CSTPs that have achieved high scores in 2022. Strive to achieve a fair score for CSTPs that have achieved average score values ​​in 2022.

Strive to achieve average to good score values ​​for CSTPs that have achieved low and very low score values ​​in 2022. Strive to achieve average score values ​​for CSTPs that have not yet achieved scores in 2022.

At the conference, the ranking of the digital transformation level of state agencies in Ninh Binh province in 2022 was announced. According to the assessment, the ranking of the digital transformation level of the Department of Education and Training ranked first; the Department of Information and Communications ranked second; the Department of Finance ranked third. District-level state agencies: Ninh Binh City People's Committee ranked first; Tam Diep City People's Committee ranked second and Nho Quan District People's Committee ranked third.

Concluding the conference, Comrade Tong Quang Thin, Permanent Vice Chairman of the Provincial People's Committee acknowledged and evaluated the results of Ninh Binh province in digital transformation and pointed out some shortcomings that need to be overcome to promote the province's digital transformation in the coming time to achieve a higher ranking nationwide.

In particular, focus on implementing a number of targets: At least 70% of agencies, units, and localities focus on investing in upgrading information technology infrastructure equipment to meet the conversion of IP addresses from V4 to V6; 100% of information systems are built with approved level profiles and security plans are implemented according to levels; at least 50% of cadres, civil servants, and public employees of units participate in training courses; 100% of computer information systems, information technology terminals of sectors, district-level and commune-level sectors deploy solutions to protect, secure, and ensure information security; at least 80% of administrative procedures are provided in the form of online public services, of which 80% are implemented in the form of full-process online public services; propaganda to raise awareness of digital transformation...

At the same time, the Standing Vice Chairman of the Provincial People's Committee assigned tasks to relevant departments and branches to advise the Provincial People's Committee on developing a plan to effectively implement digital transformation in the coming time.
