The Hanoi Department of Transport has just proposed to the City People's Committee to propose to the Government to enjoy special mechanisms in capital mobilization and investment preparation and construction of the project of 3 "super" bridges across the Red River: Tu Lien, Tran Hung Dao, and Ngoc Hoi.
According to the leader of the Hanoi Department of Transport, the city has agreed on the policy of early implementation of 3 bridge construction projects across the Red River with a total investment of more than 42,000 billion VND.
Of which, Tu Lien bridge is 19,900 billion VND, Tran Hung Dao bridge is 8,600 billion VND and Ngoc Hoi bridge is 11,700 billion VND.
"The investment policy for the Tu Lien and Tran Hung Dao bridges has just been approved by the City People's Council. As for the Ngoc Hoi bridge, the City People's Committee will complete the investment steps after the Prime Minister approves the investment policy," said the leader of the Hanoi Department of Transport.

It is known that the Hanoi Traffic Construction Investment Project Management Board (the unit assigned to manage the project) has completed the investment preparation plans and is preparing to submit them to the city for consideration and decision to approve the project investment.
Tu Lien Bridge project and the roads at both ends of the bridge are expected to start construction on May 19, 2025 and be completed in April 2028 (30 months of construction).
Tran Hung Dao Bridge is expected to start construction before September 30, 2025 and be completed in April 2028 (30 months of construction).
Regarding capital mobilization for bridge investment, Hanoi Department of Construction said that according to the city's policy, Tu Lien and Ngoc Hoi bridges will be implemented with public investment capital.
The Tran Hung Dao bridge project will study the form of capital mobilization as investment under the PPP BT contract method to reduce budget expenditure.
To facilitate and speed up construction, the Department of Construction proposed allowing investors to apply special mechanisms such as bidding; immediately carrying out site clearance without waiting for completion of other procedures; shortening the time for collecting opinions from organizations and individuals during the site clearance process; and at the same time, committing to shortening the construction time if assigned to carry out the project.
The Traffic Construction Investment Project Management Board also said that in order to achieve the milestones set by the Hanoi Department of Construction, districts and towns must strive to clear and hand over at least 50% of the site when the project starts, and complete 100% of the site in the second quarter of 2026.
Previously, in a meeting on investment preparation for bridge projects across the Red River last weekend, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan said that the city's leaders agreed to propose investment plans and implement three bridge projects across the Red River that the city had approved.
Regarding site clearance, Mr. Tuan said that the city will assign the localities (districts) to carry out the work, ensuring that in the second quarter of this year, there will be enough basic land to start construction of Tu Lien bridge on May 19, start construction of Tran Hung Dao bridge before September 30, with the Ngoc Hoi bridge project starting in the fourth quarter of 2025.
