University President and the question: "Where is the money to train talent"?

The above is the opinion of Prof. Dr. Chu Duc Trinh, Rector of the University of Technology (Vietnam National University, Hanoi) at the Workshop to collect comments on the draft project on training human resources to serve high-tech development in the period 2025-2035, with a vision to 2045, organized by the Ministry of Education and Training in coordination with the University of Technology - Vietnam National University, Hanoi, on September 28.

Where does the money come from for master's training?

At the workshop, Prof. Dr. Chu Duc Trinh said that from 2025, the University of Technology will train full-time masters and doctors at the school.

Students and postgraduates will be exempted from all tuition fees and supported with living expenses to meet the basic needs of living in Hanoi. At the same time, they will participate deeply in the scientific research and teaching activities of the school.

This is considered one of the solutions that this school applies to adapt to changes in the world.

However, from the perspective of a school of science, technology and engineering, Mr. Trinh hopes to perfect the mechanisms and regulations for cooperation between three parties: the State, the school and businesses.

The State plays an important role in creating, enterprises are the implementation center and universities accompany; there needs to be a stronger policy mechanism, more responsive to the mechanism of assignment, decentralization and assignment of tasks.

"In the past, we have encountered many difficulties, including in organizing staff. Many talented people do not choose to return home to start a business, so we need a more attractive mechanism to attract talent.

Recently, we built a project for postgraduate training, but when we met with relevant units, they all asked "where does the money come from to spend on graduate students, where does the money come from to spend on master's training"?

With the current scale of 1 million USD/year for a master's degree training, our school is using capital mobilized from businesses.

If universities do not proactively train full-time masters and doctors, turning them into key human resources in scientific research, it will be difficult to succeed. Look at Korea, this is one of the countries that is very successful in that training model," Professor Trinh shared.

According to Professor Trinh, human resources are the key for us to seize opportunities and overcome challenges in the process of international integration.

Therefore, the high-tech human resource training project has an important strategy for the country in developing key industries such as information technology, semiconductors, automation, green energy, etc.

"The project on training human resources to serve high-tech development in the period of 2025-2035 and orientation to 2045 will be a guideline for higher education institutions and all levels to develop development strategies and action plans to ensure that graduates can immediately, well, and sustainably meet the country's human resource needs," said Professor Trinh.

High quality human resources - the key to success

Also at the workshop, this principal said that, facing the challenges of the world, universities play an extremely important role, not only needing to ensure training quality but also needing to be centers for research, innovation and technology transfer.

In particular, the connection with businesses and international plays an important role in creating conditions for students to access new technology trends, thereby better preparing for the global labor market, ready to face all challenges.

To achieve this, educational institutions need to modernize facilities, comprehensively upgrade training programs and develop teaching staff.

Training activities need to link academics with practice, develop practical skills in students, thereby enhancing the ability to apply and transfer technology in the labor production market.

"Training high-quality human resources is the key for the country to deeply integrate into the global value chain, becoming an attractive destination for high-tech investors.

With the development of universities, support from national policies and international cooperation, Vietnam will certainly make strong strides in the field of high technology in the coming time," said Professor Trinh.
