At the conference to review the first six months of the year and deploy tasks for the last six months of 2023 of the Ministry of Transport this afternoon (July 10), Mr. Uong Viet Dung, Chief of Office of the Ministry of Transport, said that the actual capacity of inspection units is currently 32-45% surplus (in Hanoi, there are currently 27 units operating with 45 production lines and an actual capacity of 2,700 vehicles/day, while the number of vehicles entering for inspection is 1,610 vehicles, reaching 60% of capacity; in Ho Chi Minh City, there are currently 17 units operating with 33 production lines and an actual capacity of 1,980 vehicles/day, while the number of vehicles entering for inspection is 1,355 vehicles, reaching 68% of capacity).
A gradual assessment by the Ministry of Transport shows that most inspection centers are no longer congested and have returned to normal operations.
In addition, instead of spontaneously going for inspection, people form the habit of registering online to make an appointment for inspection, which helps the inspection industry proactively arrange work. These are also good habits that ensure that inspection work operates more scientifically.
In the coming time, the Ministry of Transport will continue to review the entire system of legal documents and institutions related to vehicle inspection and promptly issue amendments and supplements to suit the reality, improve the effectiveness and efficiency of State management in the field of vehicle inspection, along with strengthening inspection, examination, and prevention of negativity and waste.
At the same time, the Ministry of Transport also developed a project to innovate State management in the field of vehicle inspection, separate State management functions and service provision, decentralize management to localities; promote decentralization to localities in the management of inspection activities in the area (licensing operations, inspection, examination...) in the direction of clarity and transparency in State management responsibilities at the central and local levels.
Previously, in early 2023, congestion at special inspection centers in Ho Chi Minh City and Hanoi was still serious due to a shortage of human resources.
Immediately, the Ministry of Transport proactively grasped the situation and resolutely directed the Vietnam Register to implement many solutions to maintain registration activities to serve the needs of people and businesses. At the same time, it sent a written request and received the attention of the Ministry of Public Security and the Ministry of National Defense, supporting the reinforcement of forces at the registration centers of Hanoi and Ho Chi Minh City.
In addition, the Ministry of Transport directed the Vietnam Register to urgently supplement personnel to compensate for the shortage of personnel, especially inspectors, to meet the inspection needs of people and businesses; Departments of Transport to strengthen the organization of training and assessment of inspectors to supplement the inspector force, meeting the vehicle inspection needs of people and businesses.
On the other hand, the Ministry of Transport has directed agencies and units to urgently develop and issue 2 circulars (in a shortened order) amending and supplementing a number of articles of Circular No. 16/2021/TT-BGTVT dated August 12, 2021 regulating the inspection of technical safety and environmental protection of road motor vehicles, and submitting to the Government for promulgation Decree No. 30/2023/ND-CP dated June 8, 2023 amending and supplementing a number of articles of Decree No. 139/2018/ND-CP dated October 8, 2018 regulating the business of motor vehicle inspection services.
