On December 13, the Steering Committee for summarizing the implementation of Resolution 18-NQ/TW of Ha Tinh province (referred to as the Steering Committee of Ha Tinh province) issued an official dispatch on the implementation of Conclusion No. 09 of the Central Steering Committee summarizing the implementation of Resolution 18-NQ/TW, dated October 25, 2017 of the 12th Central Executive Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently" (Resolution 18).

Accordingly, the Steering Committee of Ha Tinh province requests Party committees, Party organizations, agencies and units to seriously and immediately implement the following contents:

The Provincial Party Standing Committee studies and proposes plans to reorganize the apparatus of agencies in the spirit of Conclusion No. 09, including: the Department of Planning and Investment merges with the Department of Finance; the Department of Transport merges with the Department of Construction; the Department of Information and Communications merges with the Department of Science and Technology; the Department of Natural Resources and Environment merges with the Department of Agriculture and Rural Development; the Department of Labor - Invalids and Social Affairs merges with the Department of Home Affairs, transferring the state management function of vocational education to the Department of Education and Training, transferring the state management function of social protection, children, and prevention of social evils to the Department of Health.

Research and propose to reorganize a number of public service units under the Provincial People's Committee and end the activities of the Party Executive Committee of the Provincial People's Committee.

The Provincial Party Committee's Organizing Committee develops a project to end the activities of Party delegations, Party executive committees, Party committees of provincial agencies and enterprises and establish two party committees directly under the provincial Party Committee; advises on the development of a project to end the activities of the Provincial Cadre Health Care and Protection Board and establish a new organizational model to ensure compliance with the Central's instructions in the direction of transferring some functions and tasks to the Provincial Party Committee's Organizing Committee, establishing a unit directly under the Department of Health, etc.

The Provincial Party Committee's Propaganda Department presides over and coordinates with the Provincial Party Committee's Mass Mobilization Department to develop a merger project, including the internal apparatus.

The Provincial People's Council Party Delegation presides over and coordinates with the Provincial Party Committee's Organizing Committee to develop a project to end the activities of the Provincial People's Council Party Delegation, and coordinates to propose the establishment of Party committees for Party agencies, mass organizations, People's Councils, and provincial judiciary.

Research and propose to rearrange specialized departments under the Office of the National Assembly Delegation and the Provincial People's Council in the direction of streamlining, effective and efficient operations (if any)...

The Fatherland Front and provincial-level political and social organizations review the steering committees of which their organizations are standing agencies and propose that the Provincial Party Standing Committee terminate their activities (retaining only those steering committees with truly necessary functions and tasks).

The Steering Committee of Ha Tinh province also requested the district, city and town Party Committees to develop a project to arrange specialized agencies to advise and assist the Party Committees, political and social organizations, and specialized units at the district level in accordance with the direction of Conclusion No. 09.

Regarding implementation, the Steering Committee of Ha Tinh province requested that Party committees, organizations, agencies and units directly in charge focus on directing the drastic implementation of tasks, ensuring that agencies and organizations from the province to the grassroots level can immediately arrange smooth, effective and efficient operations, without interrupting work, without leaving areas or fields vacant, and without affecting the normal operations of agencies, units and localities.

Submit the project on restructuring the apparatus of agencies and units to the Provincial Party Standing Committee (through the Provincial Party Organization Committee) no later than December 25, 2024.

The Steering Committee of Ha Tinh province also assigned the Provincial Party Committee's Organizing Committee to synthesize and report to the Standing Committee of the Steering Committee before December 30, 2024 to report to the Central Committee according to regulations.
