Accordingly, regarding festival management, the Hanoi People's Committee assigned the Department of Culture and Sports to urgently advise the City People's Committee to direct the management of festivals in the city; including updating the "Set of criteria on cultural environment in traditional festivals"; consulting with the city's departments, branches, and People's Committees of districts, towns, and cities; reporting to the City People's Committee for promulgation before March 15, 2025.

Regarding the management of heritage relics, the Department of Culture and Sports reviews all regulations on the management, protection and promotion of historical - cultural relics and scenic spots in Hanoi, decentralizes state management of a number of socio-economic fields in Hanoi; researches, proposes amendments and replacements of the above documents. In particular, it is necessary to clearly stipulate the decentralization of management (for world heritages, special national relics, national relics, city-level relics); rank relics, and report to the City People's Committee in the second quarter of 2025.

For 21 special national relic clusters, the City People's Committee assigned the Department of Culture and Sports to preside over and coordinate with the Department of Home Affairs and the People's Committees of districts, towns and cities to unify the general principles of state management of special national relics, ensuring the autonomy of districts, towns and cities; at the same time, it is necessary to clearly state the role of the City, specifically the Department of Culture and Sports in the management, preservation and promotion of relic values, and report to the City People's Committee according to regulations.

Regarding the management of the Co Loa festival, the City People's Committee assigned the Thang Long - Hanoi Heritage Conservation Center to coordinate with the Department of Culture & Sports and the Dong Anh District People's Committee to synthesize relevant content and report, and ask for direction from the Steering Committee to implement the Project to preserve, restore and promote the value of the Thang Long Imperial Citadel Heritage Site and the Co Loa relic site.
