Removing difficulties to quickly clear project sites

On the morning of April 2, at Cam Lam District People's Committee, Mr. Tran Hoa Nam - Vice Chairman of Khanh Hoa Provincial People's Committee chaired a meeting with leaders of relevant departments, branches, localities and units to find ways to remove difficulties in compensation, support and resettlement when implementing key public investment projects and non-budget investment projects.

Focus on site clearance for inter-regional road projects

At the meeting, representatives of departments, branches and localities reported on the implementation of compensation, support and resettlement when implementing the projects: Traffic route from National Highway 27C to Provincial Road DT.656 of Khanh Hoa province - connecting with Lam Dong and Ninh Thuan provinces (abbreviated as Khanh Son - Khanh Vinh inter-regional road); Cam Hoa complex urban area, Cam Tan complex urban area, Cam Thuong complex urban area and Suoi Tan complex urban area in Cam Lam district; Cam Ranh Bay coastal urban area project.

Vice Chairman of the Provincial People's Committee Tran Hoa Nam delivered a concluding speech at the meeting.

According to the report, the Khanh Son - Khanh Vinh inter-regional road project has a total of 1,424 affected cases. Of which, Khanh Vinh district has 619 cases, Khanh Son district has 805 cases. Currently, localities have completed the measurement and counting of 200 cases. The site clearance work in this project is still slow. Mr. Pham Van Hoa - Deputy Director of the Management Board of Investment and Construction Projects for Agricultural and Transport Works proposed that the People's Committees of Khanh Son and Khanh Vinh districts soon issue land prices for the project; Direct the land fund development centers to review, synthesize and report to the People's Committees of the districts to carry out procedures to hand over land plots managed by state agencies and organizations within the area of ​​site clearance to the management board to promptly hand over to the construction unit for construction implementation (Khanh Vinh section: 10.89ha of public land/25.18ha of recovered land; Khanh Son section: about 9ha of public land/30.85ha of recovered land).

The Management Board also recommended that the People's Committees of Khanh Son and Khanh Vinh districts direct the land fund development centers to speed up the implementation progress, focus on establishing cadastral records, counting the affected volume and developing compensation plans while waiting for the issuance of compensation prices and resettlement support for the project. At the same time, direct the Economic, Infrastructure and Urban Departments of the districts to soon have the results of the appraisal of infrastructure relocation records for the Management Board to submit to the People's Committees of the districts for approval; Khanh Vinh District Land Fund Development Center prioritizes the implementation of site clearance for 5 households in Khanh Phu commune to soon have a site for the construction unit to start building Suoi Lau bridge (at Km6+800) and bridge No. 1 (at Km7+900).

Regarding this project, Mr. Tran Hoa Nam requested the Provincial Management Board of Investment Projects for Construction of Agricultural and Transport Works to coordinate with localities to develop a detailed schedule for compensation and site clearance for the entire project. At the same time, the People's Committees of Khanh Son and Khanh Vinh districts need to prioritize and divide the site clearance work into stages to speed up the progress and hand over the site to the contractor for construction; ensuring the disbursement of funds for the project according to plan.

Speed ​​up progress of off-budget projects

According to the report, the projects: Cam Hoa Complex Urban Area; Cam Tan Complex Urban Area; Cam Thuong Complex Urban Area and Suoi Tan Complex Urban Area will implement compensation, support and resettlement from the first quarter of 2025 to the first quarter of 2026. The area of ​​land clearance for these projects is about 1,121 hectares, located in 3 communes of Cam Hoa, Cam Tan and Suoi Tan (Cam Lam district).

Mr. Huynh Uy Vien - Vice Chairman of Cam Lam District People's Committee said that to ensure the implementation of site clearance work on schedule, the district's agencies and units will coordinate to implement the work in a rolling and parallel manner (inventory of land and assets on land, collection of legal documents, development of compensation and support plans and submission for appraisal and approval of plans for each batch of documents...). It is expected that in the second quarter, the locality will issue a notice of land recovery; in the first quarter of 2026, the compensation, support and resettlement plan will be completed and compensation payments will be organized for the people.

Regarding the resettlement of the above 4 projects, Cam Lam District People's Committee will direct the District Land Fund Development Center to coordinate with relevant departments, agencies and investors to build temporary housing for households and individuals who are cleared and eligible for resettlement; or support housing rental for households while waiting for resettlement land allocation according to regulations. The district also plans to complete the construction of infrastructure at the planned resettlement land location and allocate land to people in the second quarter of 2026.

For the Cam Ranh Bay Urban Area Project, there are 3 areas. According to the report, area 1 has 630 affected land plots. As of March 3, the locality has posted a compensation plan for 551 plots, 126 households have received advance funds. Area 2 has 604 affected land plots, the compensation council has met to review 603 cases, 99 households have received advance funds. Area 3 has 716 affected land plots, the compensation council has issued a decision to reclaim land for 31 cases, 143 households have received advance funds. Mr. Ha The An - Vice Chairman of Cam Ranh City People's Committee proposed that the Provincial People's Committee consider the compensation and resettlement policy for cases of people relocating their stilt houses on rivers and at sea.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Tran Hoa Nam requested the People's Committee of Cam Lam district and the People's Committee of Cam Ranh city to summarize the difficulties and obstacles in the process of implementing compensation and clearance of projects, and submit them to competent authorities for consideration and resolution; the Department of Finance coordinates with localities to develop detailed progress of milestones for site clearance work, paying attention to phasing for effective implementation, ensuring compliance with legal regulations. Mr. Tran Hoa Nam emphasized that, along with the whole country, Khanh Hoa is carrying out the task of arranging administrative units, but these are important projects, creating development momentum, so localities need to mobilize the entire political system to make efforts to implement them, without interruption.
