After a period of urgent and serious work, with a high sense of responsibility; the 30th Conference of the 19th Provincial Party Executive Committee has completed all the contents and programs set out.

The members of the Provincial Party Executive Committee and delegates attending the Conference demonstrated a high sense of responsibility, discussed democratically and frankly, and contributed many intellectual and accurate opinions to the contents prepared by the Provincial Party Standing Committee and the Party Committee of the Provincial People's Committee.

To conclude the Conference, on behalf of the Provincial Party Standing Committee, I would like to clarify some issues and summarize the main results achieved by the Conference.

Firstly, on assessing the implementation of tasks in the first quarter, determining key tasks in the second quarter of 2024

The Provincial Party Executive Committee unanimously assessed: The Party Committee, government, and people of all ethnic groups in our province have entered the implementation of the tasks of the first quarter of 2024, with many basic advantages: Solidarity and unity within the Party and among the people have been consolidated and strengthened. The achievements we have gained after more than 35 years of carrying out the renovation process, especially in recent years, have created an increasingly strong position and strength for our province.

In addition, the world political, economic and security situation continues to evolve in a complex and unpredictable manner. In particular, since the end of 2023, new difficulties have emerged; recently, conflicts in the Red Sea have been very intense, increasing time, costs and risks for transportation, especially maritime transport, affecting the province's import and export.

In that context, with the attention, leadership, direction and support of the Central Government; the determination, creativity, flexibility and efficiency in the work and activities of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province and of Party committees at all levels, authorities, Fatherland Front and mass organizations; the consensus and support of the business community and people of all walks of life in the province; the socio-economic situation, national defense - security, Party building and rectification work and the political system in the first quarter of 2024 of our province continue to achieve many important results. Notably:

(1) The economy grew strongly and fairly evenly in all sectors; production capacity was constantly increased; the growth rate of gross regional domestic product (GRDP) was estimated at 13.15%, ranking third in the country and higher than the national average (the whole country reached 5.66%). This is the first quarter, the first quarter of the year with the highest growth rate since 2020. Some industries and sectors developed well, many economic indicators increased compared to the same period such as: industrial production value, state budget revenue (equal to 37.6% of the estimate, up 31.5%), export (up 40.1%), investment attraction (2.14 times higher), public investment disbursement (4.5% higher) compared to the same period.

(2) Culture and society have made progress; many major cultural and sports events have been widely implemented, bringing positive results. The quality of education has been improved; the province's students lead the country in the rate of prize-winning contestants and ranked 4th in the number of first-prize winners in the national high school competition for the 2023-2024 school year; social security is taken care of, and people's lives are improved.

(3) National defense - security, social order and safety are ensured; the military recruitment target for 2024 has been completed.

(4) The work of building and rectifying the Party and the political system has achieved positive results; the system of institutions, regulations, rules, mechanisms, policies and plans continues to be supplemented, amended, newly issued and increasingly improved.

(5) Our province has organized for the people to celebrate spring and the Lunar New Year of Giap Thin in a peaceful, joyful, healthy, safe, economical and affectionate atmosphere. Social security policies have been implemented promptly, thoughtfully, in accordance with the regime, for the right subjects and with innovation; no one is left behind.

In the context of facing many difficulties and challenges, the above achievements are very valuable.

The Provincial Party Executive Committee acknowledges, warmly commends and highly appreciates the efforts and endeavors of Party committees at all levels, authorities, the Fatherland Front, sectors, organizations, business community, cadres, party members and people of all walks of life in the province.

In addition to recognizing the achieved results, the Provincial Party Committee also frankly pointed out the limitations and weaknesses in the leadership, direction and organization of the implementation of tasks in the first quarter of 2024 mentioned in the Report; notably: The progress of implementing investment projects in agriculture is slow; there are not many new industrial products; the output of some large industrial products, such as: trucks, beer, ... decreased compared to the same period. The operations of a number of enterprises are still facing difficulties; the number of newly established enterprises is lower than the plan. The progress of implementing some large and key projects has not met the requirements; the progress of investment preparation for projects under the 3 National Target Programs is still slow; the proportion of counterpart capital allocation according to the commitment of the district-level budget for projects in the Medium-term Public Investment Plan for the period 2021 - 2025 managed by the province is still low. The progress of preparing and submitting for approval the 2024 Land Use Plan at some district-level units is still slow; the work of granting land use right certificates in localities has not met requirements; illegal mineral exploitation is still occurring.

Cultural and social aspects have been slow to change. The number of teachers in schools is still lacking, although the staff has been supplemented, there is a lack of resources to recruit. The management of revenue and expenditure, and management of boarding kitchens in some educational institutions is still loose; the rate of social insurance coverage increases slowly. The social security situation still has potential complications; traffic accidents have increased in number and number of injured people.

The work of building and consolidating grassroots party organizations and developing party members, especially in enterprises, rural and mountainous areas, is still difficult; the quality and responsibility of cadres, civil servants and public employees in some sectors, fields and localities have not met the requirements of their tasks. The activities of some grassroots organizations are still limited and not really effective.

The above limitations and weaknesses have some newly arisen limitations and weaknesses, but many of them have existed for many years. The main reasons are: Some Party committees, authorities, heads of some departments, branches, localities and a number of cadres, civil servants and public employees have not been proactive, lack creativity, determination and resoluteness in leadership, direction and implementation of tasks; some cadres, civil servants and public employees at the grassroots level have degraded in political ideology, violated the responsibility to set an example, violated the law and must be disciplined by the Party, administration, unions and prosecuted for criminal liability; the fear of making mistakes and fear of responsibility in advising and solving work, leading to some tasks and work of the province, branches and localities being slow and prolonged. Some provisions between the laws are not unified, causing difficulties in organizing implementation...

The Provincial Party Executive Committee requests Party committees at all levels, authorities, the Fatherland Front, unions, organizations, individuals, especially heads of sectors, localities, agencies, and units to seriously review, learn from experience, and take measures to overcome the shortcomings and limitations that have been pointed out.

From the practical work of leadership, direction, organization and implementation of tasks, the Provincial Party Executive Committee draws 5 lessons in leadership, direction and operation, which are:

(1) It is necessary to strengthen solidarity and unity within each agency and unit, solidarity within the Party, within the entire political system and solidarity among the people.

(2) Must have a firm grasp of the practical situation, proactively, promptly, flexibly, timely and effectively respond to policies.

(3) All levels, sectors and localities must actively and proactively resolve work according to their functions, tasks and authority, without avoiding or shirking responsibility; ensuring comprehensiveness, inclusiveness, comprehensiveness, substance and effectiveness.

(4) Directing decisively, effectively, with focus, and completing each task thoroughly; closely coordinating between departments, agencies, branches, and localities to promptly handle and quickly and effectively implement issued mechanisms, policies, and guidelines.

(5) Maintain discipline and order; strictly implement legal regulations; at the same time creatively apply the Party's policies and guidelines, State laws, and Provincial regulations.

2024 is a year of special significance, the year of acceleration - the year of reaching the finish line plays a key and decisive role in completing the goals set by the 19th Provincial Party Congress. Although the results achieved in the first quarter are very encouraging, compared to the requirements and tasks of 2024 and the entire 2020-2025 term, there are still many difficulties and challenges, requiring us to resolutely not retreat, maintain our mettle, adhere to the set goals with higher determination, greater efforts, and more drastic and effective actions. Continue to promote the spirit of solidarity, self-reliance, and self-reliance, considering difficulties and challenges as experiences and motivation to strive to rise up.

The Provincial Party Executive Committee requests that Party committees at all levels, authorities, departments, branches, the Fatherland Front, and mass organizations in the province continue to resolutely, synchronously, creatively, and effectively implement the tasks and solutions set forth in Resolution No. 15-NQ/TU dated December 1, 2023 of the Provincial Party Executive Committee and Resolution No. 450/NQ-HDND dated December 14, 2023 of the Provincial People's Council, focusing on implementing the following tasks well:

Firstly, focus on leading, directing, and implementing the implementation to achieve the highest results of the goals and tasks in 2024. In particular, the Provincial Party Standing Committee, the Provincial Party Standing Committee, and members of the Provincial Party Standing Committee strengthen their grasp of the situation; focus on leading and directing the overcoming and resolution of arising problems, difficulties, obstacles, limitations, and shortcomings within their authority and assigned fields, areas, and units to monitor and be in charge of.

The Party Executive Committee of the Provincial People's Committee, the Party Executive Committees, Party Delegations, departments, branches, the Vietnam Fatherland Front, provincial-level organizations, districts, towns, city Party Committees, and affiliated Party Committees review and evaluate the results of the implementation of the goals, tasks, and work of their sectors, localities, and units in the first quarter; clearly identify low targets, tasks, and work that have not been implemented according to plan and the reasons; on that basis, supplement and adjust solutions and focus on leading and directing the implementation resolutely and effectively, proactively resolving difficulties and obstacles, striving to complete all goals, targets, and tasks of 2024.

The Provincial Party Committee's Inspection Commission strengthens inspection and supervision of the performance of duties and responsibilities of Party committees, authorities and leaders; advises and proposes the Provincial Party Committee's Standing Committee to strictly handle Party committees, Party organizations, authorities and leaders who are irresponsible, bureaucratic, negligent, lack of close attention, and fail to complete assigned tasks.

Second, continue to lead and direct the effective implementation of plans, programs, projects, mechanisms and policies according to Resolution No. 58-NQ/TW of the Politburo and the Resolution of the 19th Provincial Party Congress. The focus is on effectively organizing the implementation of the Provincial Planning, the General Urban Planning and reviewing, proposing adjustments and supplements to the contents of the provincial planning to be consistent with national sectoral planning, the Planning of the North Central and Central Coast regions, other relevant planning and the actual situation of the province. Speed ​​up the progress of preparing and submitting for approval of main functional zoning plans according to the adjustment of the general planning for the construction of Nghi Son Economic Zone, functional zoning plans, detailed plans in rapidly developing areas, along major traffic routes, and main traffic routes of the province. Continue to effectively implement programs, projects, mechanisms and policies to concretize Resolution No. 58 of the Politburo, Resolution of the 19th Provincial Party Congress; specific mechanisms and policies according to Resolution 37 of the National Assembly; conclusions of the Prime Minister at the working session with provincial leaders. Focus on reviewing and removing difficulties, obstacles and bottlenecks in institutions, mechanisms and policies to promptly resolve them within authority or report to competent authorities for resolution, creating clear changes in all areas.

Third, focus on synchronously and effectively implementing solutions to boost production, business, and economic growth. In particular, promote investment, consumption, and export activities to boost economic growth.

- Regarding investment, focus on directing the removal of difficulties and obstacles in investment activities, especially difficulties and obstacles in site clearance, construction materials, and foundation materials to implement projects, especially key works and projects of the province; speed up the acceptance progress, complete procedures to put completed projects into operation. Regularly urge and guide investors to speed up the implementation of investment projects in infrastructure business of industrial parks and industrial clusters; resolutely handle and terminate the operation of projects that are behind schedule due to the capacity of investors. Resolutely and effectively implement solutions to promote the disbursement of public investment capital in 2024; require districts, towns, and cities to rearrange capital sources to ensure counterpart capital for public investment projects as decided by the Resolution of the Provincial People's Council. Resolutely adjust capital from projects that are unable to disburse or are slow to disburse to projects with fast implementation progress and need for additional capital, especially key projects to complete and put into use.

- Regarding consumption: Promote activities to stimulate consumption among people and businesses; focus on developing and expanding domestic and provincial markets for key products and advantages of the province.

- Regarding exports: Promote the implementation of solutions, mechanisms and policies to encourage and support businesses to consolidate and expand their market share in traditional markets; access new potential export markets. Increase support for businesses to effectively exploit Free Trade Agreements (FTAs) that Vietnam has signed to increase exports, especially for products that the province has advantages in.

In addition, focus on leading and directing the development of economic sectors associated with economic restructuring and growth model transformation. In agriculture, forestry and fishery, it is necessary to direct the implementation of measures to care for and protect spring crops; promote investment attraction in agriculture. Speed ​​up the completion of irrigation and dyke works before the rainy and stormy season. Promote the implementation of the National Target Program on New Rural Development, associated with the effective implementation of the One Commune One Product (OCOP) Program.

In industry and construction, it is necessary to focus on removing difficulties, creating favorable conditions for enterprises to maximize capacity, increase output, boost product consumption, and enhance industrial production value. Create all favorable conditions to soon start the Duc Giang Chemical Production Complex investment project, Phu Quy Industrial Park infrastructure investment project, Quang Thanh Trade Center project; complete the approval of the investment policy for the Western Industrial Park project, Thanh Hoa city and select investors to implement the Nghi Son LNG Power Plant project. Closely coordinate with Vietnam Electricity Group in implementing the 500kV line project, circuit 3 from Quang Trach (Quang Binh) to Pho Noi (Hung Yen) through Thanh Hoa province. Strengthen inspection and urge to speed up the implementation of traffic projects, especially key traffic projects. Speed ​​up the preparation for investment in the inter-regional connecting road from Ho Chi Minh road (in Ngoc Lac district) to National Highway 6 (in Tan Lac district, Hoa Binh province); the Eastern branch of Ring Road 3 from Hoang Hoa district to Quang Xuong district. Urgently develop and implement the Project on socialization of investment and exploitation of Tho Xuan Airport under the PPP method; complete investment procedures to implement the project of dredging the shipping channel into Nghi Son Port, Nghi Son Economic Zone.

Regarding services, it is necessary to closely monitor market developments and ensure the balance of supply and demand of goods. Prepare conditions well to organize the opening of sea tourism in 2024 at Sam Son, Hai Tien and Hai Hoa tourist areas; strengthen tourism promotion activities. Continue to improve the quality of all types of transportation; promote the opening of new routes to and from Tho Xuan Airport. Focus on attracting and calling on businesses and large shipping lines to open international container shipping routes through Nghi Son Port.

Fourth, promote administrative reform, improve the investment and business environment; resolutely implement solutions for enterprise development. Continue to resolutely, synchronously and effectively implement tasks and solutions to increase budget revenue, strive to exceed the state budget revenue estimate in 2024; Well implement the work of mobilizing and attracting import and export enterprises through Nghi Son Port, strive to increase revenue, exceed the estimate to make the most of the mechanisms and policies under Resolution No. 37/2021/QH15 of the National Assembly. Urgently develop a plan to handle and rearrange public assets, especially houses and land in villages and communes after the merger. At the same time, strengthen management, use the budget economically and effectively to focus resources on investment and development and urgent tasks. Continue to do a good job of managing the exploitation, using resources effectively and sustainably, and protecting the environment; Implement the auction of land use rights and mineral exploitation rights. Organize the implementation of the land acquisition and clearance plan for land use projects in the province in 2024. Strengthen environmental protection; proactively develop and implement plans to prevent and combat natural disasters, and effectively respond to climate change.

The Party Committee of the Provincial People's Committee leads the Provincial People's Committee to advise on the draft Directive of the Provincial Party Committee Standing Committee on organizing the Land Donation Campaign to renovate and upgrade infrastructure, focusing on building roads in rural areas in the province; report to the Provincial Party Committee Standing Committee in April 2024.

Fifth, continue to improve the quality of cultural, educational, health, job creation, poverty reduction, and social security activities. Focus on preparing conditions to organize activities to celebrate major holidays and important events of the country and the province in 2024. Strengthen management, conservation, restoration and promotion of the value of historical and cultural relics of the province; thoroughly overcome violations in the restoration of relics. Prepare well the force of athletes to participate in national and international sports competitions in 2024. Strongly innovate and improve the effectiveness and efficiency of state management of education. The Party Committee of the Provincial People's Committee leads the Provincial People's Committee to direct the review, assessment and solutions to address the shortcomings in the need to recruit teachers and administrative staff in schools; review the need to order teacher training according to Decree No. 116/2020/ND-CP of the Government; Directed Hong Duc University to develop a project to train human resources in semiconductor technology to serve the economic development of the province.

In addition, continue to effectively implement measures to prevent and control epidemics; focus on resolving difficulties and problems arising in bidding for packages to purchase drugs, equipment and medical supplies. Promote the application and transfer of new and modern techniques in medical examination and treatment. Organize and effectively implement programs, projects, mechanisms and policies to support poverty reduction, ensure social security, ethnic and religious policies. Launch and effectively implement the Campaign to support housing construction for poor households, policy households and households with housing difficulties in the province, with the goal that by September 30, 2025, the whole province will have at least 5,000 poor households, policy households and households with housing difficulties supported to build and repair houses.

Sixth, strengthen national defense and security, maintain political security and social order and safety in the province. Proactively fight and suppress all types of crimes and social evils; synchronously implement solutions to ensure traffic order and safety, prevent and fight fires and explosions, and minimize the number of cases and damage. Grasp the situation and promptly handle issues related to religion and ethnicity; improve the effectiveness of handling petitions, letters, complaints, denunciations, conflicts and disputes arising right at the grassroots level.

Seventh, regularly and comprehensively do a good job of Party building and rectification in terms of politics, ideology, ethics, organization and cadres. Party committees at all levels, authorities, agencies, units, cadres, civil servants and public employees, first of all the heads, leaders and managers of agencies, localities and units must strengthen solidarity, unity, promote their roles, responsibilities, be exemplary, dedicated, dedicated, proactive, creative, determined and resolute in leading, directing, operating and organizing the implementation of assigned tasks; overcome the situation of lack of responsibility, fear of responsibility, shirking responsibility, working half-heartedly, harassment and causing trouble in the performance of public duties. Strengthen the building and consolidation of grassroots party organizations and develop party members. Promote integrity education for cadres, civil servants and public employees.
