In 2023, closely following the leadership and direction of the Central Government, provincial and municipal Party Committees have been resolute in directing and operating, proactive, creative and flexible in performing political tasks, together with the solidarity and consensus of the entire political system, the business community and the people, overcoming difficulties, overcoming challenges, making efforts to deploy and basically completing political tasks, creating important momentum to successfully implement the Resolution of the 13th National Party Congress, resolutions of the Party Congresses of provinces and cities for the 2020-2025 term.

There were 15 opinions discussed at the conference; the provincial party secretaries of the localities analyzed and evaluated the results of the implementation of tasks in 2023, agreed on the goals and solutions for 2024. At the same time, they highlighted the highlights in socio-economic development, Party building and the political system; experience in leadership and direction from local practices. Along with that, they raised difficulties and obstacles in the implementation process, proposed and recommended solutions for the Central Committee to consider, remove difficulties, and create conditions for the successful implementation of tasks in 2024 and the entire 2020-2025 term.

In her concluding remarks at the conference, Comrade Truong Thi Mai, Politburo member, Standing member of the Secretariat, Head of the Central Organization Commission, assessed that the discussions at the conference had brought up lessons learned and creative ways for localities to learn and replicate. She emphasized that the conference between the Standing Secretariat and the secretaries of provincial and municipal Party Committees aimed to create unity, clarity, and raise awareness and responsibility in leadership and direction from the Central to provincial and municipal Party Committees. The conference did not only stop at thoroughly implementing the Party's guidelines, policies, directives, resolutions and conclusions, but was also an opportunity to listen, meet, exchange and share experiences and achievements of each provincial and municipal Party Committee in the past; at the same time, share difficulties and obstacles and find solutions to lead and direct the successful implementation of key tasks in each locality in the coming time.

The Standing Member of the Secretariat and Head of the Central Organization Commission also analyzed in depth the groups of issues that localities are interested in regarding the continued implementation of the Party's policies and guidelines; key tasks for socio-economic development, ensuring national defense and security, foreign affairs, Party building and the political system; and at the same time, he pointed out that 2024 is a year of special significance in implementing the Resolution of the 13th National Party Congress, requesting that secretaries of provincial and municipal Party Committees continue to lead and direct with focus, key points, and concretize the Party's directives and resolutions from the beginning of the term until now. Focus on promoting socio-economic development, improving people's lives; maintaining national defense and security; focusing on Party building, a strong political system, and the development of new Party members. Uphold the sense of responsibility of leaders, closely follow the grassroots, innovate working style and manners, focus on leading and directing the successful implementation of the set goals and tasks for 2024 with the spirit of achieving the highest results. Review and evaluate the implementation of targets and objectives to lead and direct the implementation with focus and key points of unfulfilled targets and objectives, create new momentum for the growth of important target groups, and strive to achieve the best results in the last 2 years of the 2020 - 2025 term.

Regarding the proposals and recommendations of localities, the Standing member of the Secretariat and Head of the Central Organization Committee received and discussed them at the conference; at the same time, he requested the Central Party Office to synthesize and report to the Politburo and the Secretariat to focus on directing the central departments, ministries and branches to focus on solving and removing institutional bottlenecks to create momentum for development.
