On the afternoon of April 3, the National Assembly Standing Committee's Supervisory Delegation led by Vice Chairman of the National Assembly's Committee for Culture and Social Affairs Dinh Cong Sy had a working session with the Dak Lak Provincial People's Committee on the implementation of policies and laws on the development and use of human resources to meet the needs of socio-economic development, especially high-quality human resources in the province.
Receiving and working with the delegation were Vice Chairman of the Provincial People's Committee Nguyen Thien Van and representatives of relevant departments, branches, sectors and units.

The report at the meeting said that in recent times, Dak Lak province has always identified human resource development, especially high-quality human resources, as one of the key tasks, having a key significance for the socio-economic development of the province. The province has issued many policies and implemented many specific solutions to improve the quality of human resources, meeting the increasing demands of the labor market.

As of June 30, 2024, the province has 2,701 cadres and civil servants, mainly with university and postgraduate degrees; nearly 36,000 civil servants with mainly university, college and intermediate degrees. In recent years, the province has organized many training courses for 1,599 cadres, civil servants and public employees; sent 45,037 cadres, civil servants and public employees for training; the rate of trained workers by the end of 2024 reached 64%.
Vocational training institutions have enrolled and trained 148,477 students. Although some international cooperation programs have been implemented for overseas training, funding and consistency are still limited. In the 2021-2024 period, the total local budget expenditure for education, training and vocational training is about 28,334 billion VND; the whole province has created jobs for 131,270 people (5,270 people were exported).
In general, over the past time, the human resources in the province have increased in quantity, gradually forming a team of qualified workers with a reasonable occupational structure, contributing to improving competitiveness in integration, development and social stability, serving the cause of industrialization and modernization.

In addition to the achieved results, human resource development in the area still has some limitations such as: With the characteristics of a mountainous province, Dak Lak has difficulty in attracting large enterprises and large-scale investment projects, leading to limited employment opportunities for workers; the province's economy is mainly agricultural, but agricultural production develops mainly based on large-scale development without going into depth, productivity and quality are still low; the intellectual level of the people is uneven; there is a lack of high-quality training facilities, universities, colleges and vocational training facilities are not strong enough to meet the needs of training highly specialized human resources; attracting human resources, especially high-quality human resources is still limited...
Faced with the above situation, Dak Lak province recommends that the Ministry of Home Affairs soon issue guidelines on the implementation of policies for talented people in state agencies, organizations and units; build a national database on Vietnamese talents, which is the basis for developing a Resolution to determine mechanisms and policies on human resource development of localities across the country in general and Dak Lak province in particular.

Concluding the working session, on behalf of the Supervisory Delegation, Vice Chairman of the National Assembly's Committee on Culture and Social Affairs Dinh Cong Sy acknowledged and highly appreciated the achievements, as well as shared the difficulties of the province in developing and using human resources, especially high-quality human resources. Through the work, the Supervisory Delegation requested the province to continue reviewing and supplementing recommendations for each group of issues, obstacles that need to be resolved in specific documents, decrees and circulars so that the Delegation can synthesize, research and have feasible and timely advice and recommendations, thereby promptly completing the legal framework, adjusting and amending regulations related to the development and use of human resources, especially high-quality human resources in the coming time.
