Regarding the situation of public investment disbursement (compensation part), the People's Committee of Ho Chi Minh City has just assigned the Department of Natural Resources and Environment to continue working directly with the People's Committees of localities to remove newly arising difficulties and obstacles, promote the completion of disbursement of projects assigned public investment capital (compensation part) in 2023. Carry out inspection, review and urge the implementation progress of each project every 10 days.

According to the Department of Natural Resources and Environment, as of August 15, compensation capital in public investment projects had only disbursed more than VND6,373 billion, reaching 35.38%. This rate did not meet the requirement of the Ho Chi Minh City People's Committee that "by June it should reach over 35% and by the end of the year it should reach at least 95%.

In addition, the disbursed amount is mostly from the Ring Road 3 project (nearly 5,500 billion VND) and the Duong Quang Ham road project in Go Vap district (640 billion VND). These two projects alone account for 96% of the disbursed amount. The Department of Natural Resources and Environment forecasts that only 9/21 localities are capable of disbursing over 95%, including District 3, District 7, District 10, District 11, Binh Thanh District, Go Vap, Phu Nhuan, Tan Phu, and Can Gio District.

For projects that have been approved for land price adjustment coefficients to calculate compensation, support, and resettlement in 2022, the Department of Natural Resources and Environment affirmed that these projects have not yet completed compensation, support, and resettlement for all households, which is behind schedule. In particular, some projects such as Ong Nhieu Bridge, Lo Lu Road, and Long Phuoc Road in Thu Duc City have not yet completed preparations for compensation, support, and resettlement.

The Department of Natural Resources and Environment also assessed that the People's Committees of localities have not yet fully promoted their role in establishing compensation, support and resettlement records for households, leading to slow record establishment and failure to meet progress.

Specifically, according to regulations, from the time of land reclamation notice until the Ho Chi Minh City People's Committee approves the land price adjustment coefficient is about 240 days (8 months). The Department has also requested the People's Committees of localities to complete the submission, appraisal and approval of land price adjustment coefficients to calculate compensation, support and resettlement of projects no later than July 2023. But up to now, there are still 49 projects that need approval.

The Department of Natural Resources and Environment assessed that the Department of Construction's failure to promptly allocate resettlement funds also affected the progress of approving land price adjustment coefficients. Currently, there are 4 projects that have not been balanced and allocated resettlement funds.

Regarding the Ring Road 3 project in Thu Duc City, the Department of Natural Resources and Environment said that it has actively resolved and removed all obstacles and difficulties of the project. However, the progress in resolving specific local documents so far does not correspond to the results of resolving difficulties that the Department of Natural Resources and Environment has implemented.
