According to the Hai Duong Provincial Investment and Construction Project Management Board, the Project to build an interchange connecting National Highway 17B with National Highway 5, the Hanoi - Hai Phong railway in Kim Xuyen commune (Kim Thanh) has disbursed nearly 600 billion VND, reaching 31.3% of the total investment capital. Of which, since the beginning of the year, nearly 204 billion VND has been disbursed, reaching 38.1% of the total capital allocated in 2025.

This is one of the major, key projects of the province with the highest progress in disbursing public investment capital to date.

The project to invest in the construction of an interchange connecting National Highway 17B with National Highway 5 and the Hanoi - Hai Phong railway in Kim Xuyen commune, Kim Thanh district has a total investment of 1,867 billion VND (from the central budget and the provincial budget). The project is invested by the Provincial Investment and Construction Project Management Board.

The project officially started construction in January 2025 by a consortium of 3 companies Phuong Thanh Transport Investment and Construction Joint Stock Company - Dat Phuong Group - Thinh Vuong TVT.

Construction units are implementing the construction of the bridge approach road.

Once put into use, the above-mentioned interchange will contribute to solving traffic congestion and accidents on National Highway 5, gradually completing the traffic route connecting Hanoi - Hai Phong Expressway with National Highway 18, the traffic infrastructure of Kim Thanh district, Kinh Mon town and the whole province. Thereby, creating conditions to expand urban space, promoting socio-economic development of Kim Thanh district, Kinh Mon town and Hai Duong province.
