The North-South Eastern Expressway project phase 2021 - 2025 through Ha Tinh is under construction.

To serve the construction of 102.38 km of 3 North-South Expressway component projects in the East phase 2021-2025 through the area, based on the proposal of the investor and contractor, Ha Tinh has approved the confirmation of area, capacity, volume, exploitation method and environmental protection for 11 mineral mines (8 land fill mines, 3 sand mines) as a source of construction materials. The Provincial People's Council then issued a resolution on converting the purpose of forest use to mineral exploitation for 7 land fill mineral mines with forests with an area of ​​forest to be replaced by planting of 57.42 ha.

The forest-filled land mines include Luu Vinh Son 2 and Luu Vinh Son 3 (Luu Vinh Son commune, Thach Ha district) with areas of 9.43 ha and 3.54 ha respectively; Dong Moi mountain land mine (Cam Lac commune, Cam Xuyen district) with an area of ​​15.22 ha; Dong Chieng mountain land mine (Cam Son commune, Cam Xuyen district) with an area of ​​7.06 ha; Thuong Loc commune land mine (Can Loc district) with an area of ​​10.7 ha; Dat Do 2 land mine (Ky Trung commune, Ky Anh district) with an area of ​​4.85 ha; Duc Lang 2 land mine (Duc Lang commune, Duc Tho district) with an area of ​​6.62 ha.

Of the 11 licensed mineral mines, to date, 9 have completed site clearance and contractors have begun mining to serve the construction of the North-South expressway project.

30 hectares of replacement forest in Ha Tinh include: Luu Vinh Son 2 mine with an area of ​​5 hectares; Luu Vinh Son 3 mine with an area of ​​2.5 hectares; Dat Do 2 mine with an area of ​​3 hectares; Dong Moi mountain mine with an area of ​​4.94 hectares; Dong Chieng mountain mine with an area of ​​7.06 hectares; Duc Lang 2 mine with an area of ​​2.5 hectares; Thuong Loc commune mine with an area of ​​5 hectares.

With the determination of competent authorities, the difficulty in sourcing construction materials for the North-South expressway project through Ha Tinh has been basically resolved.

The Department of Agriculture and Rural Development has appraised the design documents for the forest planting budget and submitted them to the Provincial People's Committee for approval on November 16. "When approved by the Provincial People's Committee, the mine owners will base on the unit price and pay the replacement forest planting fee to the Provincial Forest Protection and Development Fund. From here, the mine owners will submit a written request for conversion and, under the authority of the District People's Committee (forest area of ​​households) or the Provincial People's Committee (forest area of ​​organizations), will issue a decision to change the purpose of forest use" - Mr. Nguyen Ba Duc informed.

For the area of ​​27.42 hectares, the Ministry of Agriculture and Rural Development is requested to arrange planting in other provinces, including Dat Do 2 mine with an area of ​​1.85 hectares; Dong Moi mountain mine with an area of ​​10.28 hectares; Duc Lang 2 mine with an area of ​​4.12 hectares; Thuong Loc commune mine with an area of ​​5.7 hectares; Luu Vinh Son 2 mine with an area of ​​4.43 hectares; Luu Vinh Son 3 mine with an area of ​​1.04 hectares.

The area of ​​forest that needs to be planted to replace the Luu Vinh Son 2 mine, Luu Vinh Son commune, Thach Ha district is 9.43 hectares.

According to the Deputy Director of the Department of Agriculture and Rural Development, based on the proposal of the Provincial People's Committee, the Ministry of Agriculture and Rural Development has approved the payment of replacement forestation fees; the Department of Forestry has provided guidance on the payment of replacement forestation fees. Currently, mine owners pay money into the Provincial Forest Protection and Development Fund.

“Currently, the design dossier for replacement forestation has been approved by the Provincial People's Committee (November 21) and the Ministry of Agriculture and Rural Development has allowed the payment of replacement forestation fees. The Department of Agriculture and Rural Development is requesting the mine owner to immediately pay the replacement forestation fees. Once the payment is completed, the forest use purpose will be converted according to regulations, facilitating the process of exploiting mineral mines to serve the construction of the expressway project,” said Deputy Director of the Department of Agriculture and Rural Development Nguyen Ba Duc.

Also according to information from the Department of Agriculture and Rural Development, during the construction of the Vung Ang - Bung expressway component project, Project Management Board 6 (Ministry of Transport) - the project investor - proposed to increase the area of ​​forest to be converted by 17.09 hectares, of which natural forest is 2.66 hectares and planted forest is 14.43 hectares.

Accordingly, the Department of Agriculture and Rural Development has requested Project Management Board 6 to coordinate with the Department of Natural Resources and Environment, localities and related units to review, propose adjustments and supplements to the planning, land use plans and contents of the environmental impact assessment report according to regulations.

Deputy Director of the Department of Agriculture and Rural Development Nguyen Ba Duc added that the province has assigned Ky Anh district, Ky Anh town, Project Management Board 6 and the Department of Natural Resources and Environment to carry out the contents of planning, land use plans and review environmental impact assessment documents according to regulations. After completing the above procedures, the unit will have the basis to synthesize and advise the Provincial People's Committee to submit to the Ministry of Agriculture and Rural Development for appraisal of the documents to submit for decision on the policy of changing forest use purposes according to regulations.
