Most opinions agree that in order to effectively reform administrative procedures, it is necessary to publicly post the list, order, procedures for records, processing time, collection fees, appointment slips for results to create conditions for citizens and organizations to monitor implementation. Regularly review, evaluate, and update administrative procedures; compare with the set of administrative procedures of the higher vertical sector to propose the addition or abolition of unnecessary administrative procedures. It is necessary to assign officers directly in charge of administrative procedure control... Promote the application of information technology in handling procedures to shorten time, improve the operational efficiency of units as well as people and organizations in need...

In addition, some units also pointed out difficulties in the process of implementing administrative procedure reform at the local level such as: software systems and information technology infrastructure are still unstable, slow and congested. The implementation of online public services at levels 3 and 4 has not met expectations...
