Infrastructure projects
Although Quang Ngai province has been actively involved in site clearance and has basically handed over the main route to the contractor, there are still many obstacles along the route that hinder the project's construction and overall progress.
According to Deo Ca Group, the site clearance work in many locations is not synchronous and not continuous. Because there is no land price list for 2024, it is not possible to apply prices and there is no compensation plan. In addition, there are still some locations within the original planning boundary, when the contractor approached, the people still did not agree to start construction.
In addition, the relocation of technical infrastructure works such as medium-voltage and low-voltage power lines and telecommunication lines is still slow, especially on the route there are still some points that have not been relocated, mainly at the construction sites of bridges and underpasses for people. Currently, there are still 6 locations on the route where technical infrastructure works are stuck, including: 22kV and 0.4kV power lines, telecommunication cables, lighting, and clean water systems in the districts of Tu Nghia, Nghia Hanh, and Mo Duc.

A representative of the contractor Dacinco said that the power pole is located in the middle of the main line in Nghia Ky commune (Tu Nghia district), so machinery cannot access the field, causing difficulties in construction. In some locations, the soil has been filled up to the unsafe construction area, so construction equipment cannot participate in the implementation.
Faced with the above shortcomings, Deo Ca Group has proposed that the People's Committee of Quang Ngai province direct relevant parties to relocate technical infrastructure works and promptly issue land prices in 2024 to recover and hand over the site for the adjusted and supplemented area to the construction contractor to ensure progress.
Focus on removal
A representative of Quang Ngai Electricity Company said that the delay in relocation was due to the fact that the local government and the unit responsible for site clearance had not yet arranged the site for relocation. These units must arrange the site and determine the relocation location before the electricity industry can begin to relocate the tower and power line system.
Director of the Quang Ngai Province Traffic Construction Investment Project Management Board Ngo Van Dung said that contractors are currently focusing on reinforcing the roadbed and paving the asphalt. However, there are still 6 locations along the route that are blocked by technical infrastructure works.
“With some remaining technical infrastructure bottlenecks on the main route, the unit has been coordinating with the investor to adjust the additional design to find a location for relocation. In the coming time, we will continue to coordinate with related units and localities to soon relocate electric poles, low-voltage wires as well as clean water supply systems out of the main route to ensure the ground for the investor to carry out construction,” said Mr. Dung.

Mr. Nguyen Quang Huy - Deputy General Director of Deo Ca Group - shared that basically the main route of the project has been handed over by Quang Ngai province for the units to implement the construction. However, specific problems on the route such as power lines, fiber optic cables, water supply, etc. have caused the construction work to be intermittent.
According to Mr. Huy, the unit hopes that the local commitments will be properly implemented, to hand over the entire site to the contractor this year, as a basis for completing the remaining items of the roadbed, speeding up the project progress to ensure the goal of completing the project as launched by the Prime Minister, the peak of 500 days and nights competing to complete 3,000km of expressway.

Permanent Vice Chairman of Quang Ngai Provincial People's Committee Tran Hoang Tuan also requested relevant units and localities to coordinate to speed up the relocation of technical infrastructure so that the construction unit can carry out the project on schedule. Quang Ngai - Hoai Nhon Expressway Project (part of the North-South Expressway construction project in the East phase 2021-2025), this is the largest project of the 12 component projects of the North-South Expressway Project.
The project is 88 km long, with a total investment of over VND20,400 billion. Of which, the section through Quang Ngai province is 60.3 km long, and the section through Binh Dinh province is 27.7 km long. In phase 1, the Quang Ngai - Hoai Nhon expressway has a scale of 4 lanes, speed of 80 km/h. The project is invested by Project Management Board 2 (Ministry of Transport).
According to plan, the project must complete the entire route in the third quarter of 2026.
