The People's Committee of Ha Tinh province has just issued a document directing the focus on maintaining and improving the quality of criteria for communes and districts that have met the standards of new rural areas, advanced new rural areas, and model new rural areas; striving to complete the goals of the new rural area program.

The Provincial People's Committee directed the central and local levels to maintain and improve the quality of the criteria for building new rural areas, striving to build advanced new rural areas and model new rural areas to ensure practicality, efficiency, depth and sustainability.

Pursuant to Document No. 14/BCDCTMTQG dated November 3, 2023 of the Central Steering Committee for National Target Programs, the Chairman of the Provincial People's Committee requests the People's Committees of districts, cities and towns to direct communes that have been recognized as meeting NTM standards (according to the set of criteria for the period 2010 - 2015 and the period 2016 - 2020) to focus on reviewing, developing plans and organizing implementation to fully meet the level of meeting the standards required by the set of criteria for communes meeting new rural standards implemented in the province in the period 2022 - 2025 (stipulated in Decision No. 36/2022/QD-UBND dated December 9, 2022 of the Provincial People's Committee). After fully meeting the requirements of the New Rural Commune Criteria for the 2022 - 2025 period, communes will urgently deploy specific contents and solutions suitable to the actual conditions of each commune to maintain and improve the quality of the criteria, striving to build advanced New Rural Communes for the 2022 - 2025 period, in order to continuously improve the quality of life of rural people, ensuring sustainable growth and development.

Direct communes that have been recognized as meeting advanced NTM standards (according to the set of criteria for the period 2016 - 2020) to focus on reviewing, developing plans, and organizing implementation to fully meet the level of meeting the standards required by the set of criteria for communes meeting advanced NTM standards implemented in the province in the period 2022 - 2025 (stipulated in Decision No. 36/2022/QD-UBND dated December 9, 2022 of the Provincial People's Committee). After fully meeting the requirements of the set of criteria for advanced NTM communes in the period 2022 - 2025, communes must urgently implement specific contents and solutions suitable to the actual conditions of each commune to maintain and improve the quality of the criteria, strive to build a model NTM commune or register to build a smart NTM commune model (if conditions permit).

Direct communes that have been recognized as meeting the model NTM standards (according to the set of criteria for the period 2016 - 2020) to focus on reviewing, developing plans, and organizing implementation to fully meet the level of meeting the standards required by the set of criteria for communes meeting the model NTM standards implemented in the province in the period 2022 - 2025 (stipulated in Decision No. 38/2022/QD-UBND dated December 9, 2022 of the Provincial People's Committee). After fully meeting the requirements of the set of criteria for model NTM communes in the period 2022 - 2025, communes must urgently implement specific contents and solutions suitable to the actual conditions of each commune to maintain and improve the quality of model criteria in the most outstanding fields, and register to build a smart NTM commune model (if possible).

The districts: Nghi Xuan, Can Loc, Duc Tho, Thach Ha, Vu Quang, Cam Xuyen, Huong Son meet the NTM standards for the period 2016 - 2020 (according to Decision No. 558/QD-TTg dated April 5, 2016 of the Prime Minister on promulgating the NTM district criteria) focus on reviewing, developing plans, and organizing implementation to fully meet the conditions and standards according to the requirements of the NTM district criteria set implemented in the province for the period 2022 - 2025 (stipulated in Decision No. 37/2022/QD-UBND dated December 9, 2022 of the Provincial People's Committee).

After fully meeting the requirements of the New Rural District Criteria for the 2022 - 2025 period, the districts must urgently deploy specific contents and solutions suitable to the actual conditions of each district to maintain and improve the quality of the criteria, striving to build advanced New Rural Districts for the 2022 - 2025 period (in particular, the districts: Nghi Xuan, Can Loc, Thach Ha and Duc Tho must focus on achieving advanced New Rural standards before 2025) in order to continuously improve the quality of life of rural people, ensuring sustainable growth and development.

The Department of Planning and Investment shall preside over and coordinate with the Department of Finance, the Department of Agriculture and Rural Development, and the Provincial New Rural Area Coordination Office to annually review, research, propose, and advise the Provincial People's Committee to balance and arrange the central budget allocated according to regulations, local budgets, and mobilize social resources to allocate support to communes and districts that have met the standards of new rural areas, advanced new rural areas, and model new rural areas to deploy and organize the implementation, maintain and improve the quality of criteria; advise the Provincial People's Committee to arrange resources to support the completion of the objectives of the National Target Program on New Rural Area Construction for the period 2021 - 2025 assigned by the Prime Minister to Ha Tinh province.

Departments, branches and units assigned to preside over the assessment and appraisal of indicators and criteria: strengthen inspection, supervision, urging and guidance on the implementation of maintaining and improving the quality of criteria for communes and districts meeting the standards of new rural areas, advanced new rural areas and model new rural areas.

The Department of Agriculture and Rural Development presides over and coordinates with the Provincial New Rural Area Coordination Office and relevant departments and branches to annually advise the Provincial People's Committee to assign specific targets and tasks to districts, cities and towns for implementation.

Propose that the Provincial Fatherland Front Committee and provincial-level socio-political organizations strengthen supervision and social criticism on maintaining and improving the quality of new rural construction criteria in the province; the working delegations of the Provincial Party Committee promote high responsibility to comprehensively direct the contents in localities, focusing on directing the construction of new rural areas and civilized urban areas, especially maintaining and improving the quality of new rural construction criteria, aiming to build advanced new rural areas and model new rural areas.

The Standing Committees of district, city and town Party Committees shall strengthen the leadership, direction and political determination of Party Committees at all levels, commune-level authorities and heads of district-level agencies and units in organizing the implementation of the New Rural Construction Program, focusing on directing the maintenance and improvement of the quality of New Rural Construction criteria, striving to build advanced New Rural Construction and model New Rural Construction to ensure practicality, effectiveness, depth and sustainability.
