Stuck in land clearance
Le Duan Street Project, Section 3, starts from Nguyen Luong Bang Street, ends at the intersection with Le Loi Street, with a total length of nearly 3km. The project has a construction boundary of 30m, of which the road surface is 16m wide, the median strip is 2m wide, the sidewalk on each side is 6m wide, and the design speed is 50km/h. The project has a total investment of 326 billion VND, with the People's Committee of Cam Ranh City (old) as the investor, now transferred to the Management Board of Investment and Construction Projects for Agricultural and Transport Works as the investor; the joint venture of Construction and Investment Company Limited - Khanh Anh Investment and Construction Joint Stock Company is the contractor.

According to the report of the joint venture of Construction and Investment Company Limited - Khanh Anh Investment and Construction Joint Stock Company, the Le Duan Road project, section 3, has only completed about 85% of the project volume. Items such as roadbed embankment, crushed stone construction, asphalt concrete paving, etc. are still unfinished. Explaining the delay in progress, the representative of the joint venture contractor said that the project was delayed due to the resettlement of 3 households in Cam Phu ward (old), and the site clearance (GPMB) of these 3 households was completed by the end of May 19, 2025; the Cam Phuc Nam ward (old) was also stuck with GPMB for 7 households, and the GPMB was completed by the end of May 23, 2025; the Cam Phuc Bac ward (old) was stuck with 1 household, and the GPMB was completed by the end of April 28, 2025. Currently, there are still problems with land clearance for 1 household and 1 high-voltage power pole on the right side of the route. On June 20, representatives of the joint venture contractor and the project investor signed a contract addendum adjusting the completion time from June 22, 2025 to October 20, 2025. The construction unit committed to completing the project according to the time stated in the contract addendum.
Proposal to speed up progress
It is known that the Le Duan Street project consists of 4 sections, including: Section 1 has the starting point connecting with Hung Vuong Avenue, the ending point intersecting with the 6-way intersection (To Huu - Le Duan intersection) about 1km long, has been invested and put into use since 2003. Section 2 has the starting point from To Huu Street to the intersection with Nguyen Luong Bang Street about 1km long, has been invested and put into use since 2006. Section 3 was prepared for investment procedures since 2006, but due to capital difficulties, construction will not start until July 2024. Section 4 is about 4km long, passing through Bac Cam Ranh ward, has the starting point intersecting with Le Loi Street, the ending point intersecting with Nguyen Cong Tru Street, with a total investment capital of more than 500 billion VND (not yet invested). The People's Committee of the old Cam Ranh City has proposed an investment policy according to the content of the Project to adjust the City's General Planning. Cam Ranh by 2045.

Mr. Lu Ngoc Trung - Chairman of Cam Ranh Ward People's Committee said that Le Duan Street is a vital traffic route parallel to National Highway 1. In addition to reducing the load on National Highway 1, this route plays a very important role in creating regional connectivity from the new urban area of Cam Lam which is preparing to be deployed to Cam Ranh port, to the North - South railway to go to the southern economic center of the province. When the route is put into operation, it will contribute to completing the urban traffic network, creating momentum to increase the value of land funds on both sides of the road, creating new development space, contributing to promoting the socio-economic development of localities. Therefore, the early completion and putting into use of Le Duan Street, section 3 is of great significance. After the two-level local government came into operation, Cam Ranh Ward People's Committee directed the Department of Economy, Infrastructure and Urban Areas to inspect the project's progress and sent a document requesting the Provincial Management Board of Investment and Construction Projects for Agricultural and Transport Works to review the progress, requesting the construction unit to mobilize maximum machinery, equipment and human resources to promptly complete the project according to the contract.
