Permission to exploit soil in the project at 46 Dien Bien Phu

DNO - On April 24, Deputy Director of the Department of Natural Resources and Environment Nguyen Hong An confirmed that the City People's Committee has granted a license to exploit minerals (surplus land) in the area with a construction investment project at 46 Dien Bien Phu, Chinh Gian ward, Thanh Khe district.

Due to the large amount of surplus land arising during the implementation of the Nguyen Kim Complex Building Investment Project at 46 Dien Bien Phu Street, following the guidance of the Department of Natural Resources and Environment, the investor has prepared a report on the environmental impact assessment of the project to have a basis for carrying out procedures for mineral exploitation (surplus land).

Based on the approved environmental impact assessment report and related documents, on December 29, 2023, the City People's Committee granted Mineral Exploitation License No. 2949/GP-UBND (in the area with construction investment projects) to Thai Anh Da Nang Construction and Development Company Limited to exploit and transport soil in the above project to serve as filling materials for a number of works and projects in Da Nang city.

Immediately after receiving the license, Thai Anh Da Nang Construction and Development Company Limited signed contracts and contract appendices with a number of companies to transport the exploited soil reserves to fill and serve the construction of Da Nang Vocational College (campus 2) in Hoa Quy ward, Ngu Hanh Son district (invested from the State budget).

According to the appendix of the contract signed between Thai Anh Da Nang Construction Development Company Limited and Tran Nguyen Phat Company Limited, the total volume of soil exploited and transported is estimated at about 100,000m3 .

However, because some roads around the project have signs prohibiting large trucks from traveling, including Le Do and Vo Van Tan streets..., Thai Anh Da Nang Construction and Development Company Limited has completed procedures to apply for permits for 26 cars to enter the prohibited road and stop and park in the prohibited area on Le Do and Vo Van Tan streets...

On March 26, the Department of Transport granted permission for vehicles to operate on Le Do and Vo Van Tan streets from 10 p.m. to 5 a.m. to serve the work of exploiting and transporting soil at the project.

It is known that for nearly a month, from late at night to early morning, many large dump trucks have moved into the Nguyen Kim Complex Building Center to receive excess soil arising from digging foundation pits and basements, then transported and circulated through some roads with signs prohibiting trucks over 2.5 tons, especially Le Do and Vo Van Tan streets.

This has raised questions among some residents regarding the mining activities inside the project as well as the transportation of large amounts of soil out of the project and on some prohibited roads.
