Draft "Resolution of the Politburo on reviving and developing Vietnamese culture in the new era": Focusing on inheritance, proposing solutions, and removing bottlenecks

Accordingly, the Resolution will contribute to the development of Vietnamese culture and people to enter a new era; so that culture is truly placed on par with politics , economics, and society; truly becoming the spiritual foundation, endogenous strength, and driving force for development.

Reporting at the meeting, Deputy Chief of the Office of the Ministry of Culture, Sports and Tourism, Deputy Head of the Draft Resolution Editorial Team Nguyen Thanh Son said that immediately after the first meeting, units under the Ministry of Culture, Sports and Tourism urgently reviewed, reported and evaluated and made proposals related to 3 topics according to the assigned plan including major, new and breakthrough issues to develop the draft Resolution.

At the same time, the Drafting Committee and Editorial Team have received comments from members; continued to complete the draft outline of the Project, develop the draft Resolution and draft Submission; develop explanations on the approach, identify bottlenecks, new and breakthrough issues to solve bottlenecks throughout the viewpoints, objectives, tasks and solutions of the draft.

Mr. Nguyen Thanh Son also said that the draft Resolution includes an introduction; guiding viewpoints; objectives; tasks, solutions and implementation organization.

In particular, the guiding viewpoint includes 6 contents on building an advanced culture, imbued with national identity; reviving and developing Vietnamese culture in the new era requires harmonious handling of relationships; culture is the spiritual foundation of society, both the goal and the driving force, the pillar of development; proactively integrating internationally in culture, placing culture in the overall ecosystem; culture plays a central role in building the personality of Vietnamese people; cultural development is the cause of the whole people led by the Party and managed by the State.

In addition, the draft Resolution sets out 6 specific target groups by 2030, quantifying a number of indicators and tasks to design appropriate solutions.

The eight groups of tasks and solutions clearly stated in the draft Resolution are: innovation in thinking; focusing on building Vietnamese people; making breakthroughs in building and perfecting institutions; innovating cultural management methods; making breakthroughs in promoting cultural creativity and enjoyment; making breakthroughs in cultural exports; mobilizing and effectively using resources; focusing on scientific and technological innovation and digital transformation.

At the meeting, members of the Drafting Committee and Editorial Team exchanged and discussed the key contents of the draft Resolution of the Politburo on Revitalizing and Developing Vietnamese Culture in the New Era.

All opinions affirmed the urgency and strategic significance of issuing the Resolution, and expressed determination to complete the draft Resolution on schedule and with the highest quality.

Speaking at the meeting, Minister Nguyen Van Hung emphasized that after receiving the Politburo's policy and assigning tasks, the Ministry of Culture, Sports and Tourism presided over and coordinated with relevant agencies to draft the Resolution.

The Draft Resolution was developed in the context that all Ministries and sectors are showing great determination in carrying out the tasks assigned by the Party and the State; along with the climax of organizing activities to celebrate the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025). Therefore, the amount of work that needs to be implemented is huge. However, with the highest sense of responsibility, the Drafting Committee and the Editorial Team quickly started to develop the draft, collecting comments from the first meeting.

The Minister affirmed that since the Party was founded, the Party has always paid special attention to culture by issuing many Resolutions on culture; clearly demonstrating the Party's viewpoints and guidelines through the Congresses. Since then, thematic Resolutions of the Politburo, Secretariat, and Central Committee have also been issued; under thematic Resolutions, there are also Conclusions on the implementation of the Resolutions.

The Minister stated that entering a new era, when determining that culture is still one of the pillars, playing the role of soft power, regulating the sustainable development of the country, the Politburo continues to set out the requirement for additional Resolutions on culture.

“Over the past time, the Drafting Committee and Editorial Team have studied the entire system of Party documents, based on the 1943 Outline on Vietnamese Culture and the Resolutions to ensure the updating factor in the process of drafting the Resolution.

Through the review, it is shown that many viewpoints and tasks must be inherited in the new Resolution. Along with that, any viewpoints and tasks that were stated in the previous Resolution but have not been implemented in the past must be studied, the causes must be found to propose appropriate solutions," said Minister Nguyen Van Hung.

Overview of the working session

Appreciating the comments contributed to the draft Resolution, Minister Nguyen Van Hung requested the Drafting Committee and Editorial Team to study and absorb them. The Resolution must highlight the basic arguments. In particular, it is necessary to focus on breakthrough solutions for culture and cultural industry to truly develop sustainably. Along with that, it is necessary to promptly develop a report explaining the constructive viewpoint.

“The members of the Drafting Committee and Editorial Team must demonstrate the highest responsibility in the process of drafting the Resolution; it cannot be slow and steady, but must be fast and in-depth,” the Minister emphasized.
