According to the Ministry of Education and Training, after one month of implementation, Circular 29 has initially had a positive impact, changing the awareness and habits of teachers, students, parents and the whole society towards extra teaching and learning; management levels have also gradually caught up with the new way of managing extra teaching and learning: Resolute, serious, and in accordance with regulations. After one month of implementation, Circular 29 has also received high consensus, meeting the expectations of society.

After one month of implementation, Circular 29 has had a positive impact on the awareness and actions of managers, teachers, students and parents.

However, the Ministry of Education and Training said that in addition to the achieved results, after one month of implementing Circular 29, there are still localities that are slow to issue guidance documents and promulgate local regulations, leading to confusion in implementation.

Coordination between departments and branches in implementing regulations on extra-curricular teaching in some places is not timely, so a number of teachers who need extra teaching are worried.

The direction for educational institutions to adjust their school's educational plans to comply with the Circular's regulations in some places was not timely and ready from the time the Circular was issued; leading to the sudden cessation of extra teaching in schools, affecting the psychology of students and their parents.

Objective problems such as lack of school facilities; parents rely on schools and teachers because they do not have enough time and knowledge to tutor their children, expect high academic performance from their children, and pressure from exams.

Students are not really proactive in learning and can study on their own… also creating concerns when Circular No. 29 comes into effect.

The Ministry of Education and Training said that in the coming time, it is necessary to strengthen direction and unify the implementation of a number of contents to continue effectively implementing Circular 29.

The Department of Education and Training directs educational institutions to continue innovating testing and assessment methods and forms towards developing learners’ qualities and abilities. The creation of regular and periodic tests and assessments, admissions at the beginning of the level, entrance exams for grade 10, etc. are consistent with the requirements of the 2018 General Education Program, and do not put pressure on students to study extra.

Conduct surveys and classify student levels (achievement levels) to have plans for class placement and teacher assignment according to the subject to organize review and training for students with unsatisfactory learning results. Do not organize review sessions indiscriminately, for the wrong subjects, ineffectively, causing waste.

Build a learning support model in schools under the guidance of teachers. Organize students to study on their own in the second session to enhance their self-study and research capacity based on the guidance of teachers.

In the long term, the Department of Education and Training will advise local Party committees and authorities to allocate local budgets and increase the mobilization of social resources to build enough schools and classrooms. Reduce the pressure on enrollment, especially in big cities, industrial zones, and densely populated areas, and resolutely ensure that students of universal education age do not go to school.
