Bright spot on the border

Chieng Son is a border commune, bordering Sop Bau district of Hua Phan province, Lao PDR; the commune has 24 villages and sub-regions. From a poor commune, Chieng Son has promoted the State's investment resources and mobilized internal resources to develop the economy and society, making people's lives increasingly prosperous.

Previously, the highland villages, far from the commune center, had not yet been paved with solid roads, so traveling was difficult. The construction of traffic works to the villages required a large investment capital, while the people's lives were still difficult. The lack of solid roads directly affected travel and trade, limiting socio -economic development in the area. To overcome the difficulties in infrastructure, the Commune Party Committee focused on leadership and effectively integrating public investment capital sources to build and complete socio-economic infrastructure. The focus was on essential works that directly served the people's lives and production, such as: Traffic roads, irrigation works, electricity supply systems and water source improvement... In the past 5 years, from programs and projects, the commune has invested in the construction of 22 works, with a total cost of over 139 billion VND; repaired and built 4 new cultural houses; built 4 new bridges across streams; Repair and upgrade more than 25 km of inter-village roads, more than 20 km of intra-field roads; install lighting systems in alleys and hamlets, with a total length of more than 38 km, contributing to creating a bright, green, clean and beautiful landscape.

Up to now, 67.8% of the main roads of the village, sub-region, and inter-village areas have been paved; 96.5% of households have access to clean water; 100% of the villages and sub-regions have cultural houses, of which 95.8% of the cultural houses meet the standards of the new rural criteria; 7 villages have been maintained and kept meeting the new rural standards; security and order, and border security have been maintained.

Nam Den village has 113 households, with 655 people, mainly Thai ethnic people. The village has focused on propagating and mobilizing cadres, party members and people to promote the spirit of solidarity in building new rural areas, transforming the structure of crops and livestock to develop the economy. Mr. Ca Van In, Party cell secretary, head of Nam Den village, boasted: Up to now, people in the village have focused on taking care of nearly 13.5 hectares of tea, 55 hectares of fruit trees; the production value per hectare of agricultural land has reached nearly 50 million VND/ha; more than 2.8 km of internal village roads have been concreted; of which, 1.5 km has been installed with an electric lighting system; the average income per capita has reached over 55 million VND/year; the village will be recognized as a new rural village in 2024.

Developing high-tech agriculture and organic production, Chieng Son commune has coordinated with units to propagate people to expand the area of ​​cultivated land, bring mechanization into production; organize training, guide people to apply science and technology into production; build organic production models, water-saving irrigation on fruit trees. Up to now, the whole commune has more than 2,180 hectares of fruit trees; 340 hectares of tea, fresh tea bud output reaches over 5,000 tons/year; more than 15,000 livestock, over 116,000 poultry. Average income per capita reaches 51.6 million VND/year, the poverty rate is 8.16%...

Exploiting the potential advantages of the locality, Hoang Son Agricultural Cooperative grows fruit trees according to VietGAP, linked to the product consumption chain, contributing to increasing income and building new rural areas. Mr. Le Truong Sinh, Chairman of the Board of Directors of the Cooperative, said: The Cooperative has 40 members, growing 90 hectares of fruit trees of all kinds, such as: crispy persimmon, mango, longan, avocado, plum, orange, grapefruit... The Cooperative has promoted and mobilized households to change their thinking, expand production scale towards commodities; apply science and technology, convert plant and animal varieties, produce quality and safe agricultural products; link with businesses and cooperatives in consuming products in a closed chain. The average income of 1 hectare of the Cooperative is from 200-300 million VND/year.

With a high determination, cadres, party members and people of Chieng Son commune are focusing all resources, promoting advantages, developing synchronous, modern, sustainable and comprehensive infrastructure. Striving to become a fairly developed locality of the province by 2030. Budget revenue in the area increases by an average of over 8%; production value per hectare of cultivated land reaches over 50 million VND/ha; average income per capita reaches 60 million VND/person. By 2030, the commune will have no poor households according to the multidimensional poverty standard, bringing Chieng Son commune to the new rural standard.
