Proposing to pilot 7 specific policies to speed up the progress of national target programs

Implementing the Resolutions of the National Assembly, in recent times, the Government and the Prime Minister have resolutely directed ministries, central agencies and localities to focus on implementing national target programs. Up to now, some initial results have been achieved: The system of mechanisms, policies and documents guiding the implementation of national target programs has been basically fully issued; the poverty rate according to multidimensional poverty standards in 2022 is 4.03%; the poverty rate of ethnic minority households in 2022 is 21.02%; the poverty rate in 74 poor districts is 38.62%; the whole country has 73.65% of communes meeting new rural standards, of which 1,331 communes meet advanced new rural standards and 176 communes meet model new rural standards; 40.8% of district-level units in 58 provinces and centrally run cities have been recognized as having completed the task of meeting new rural standards; 20 provinces and centrally run cities have 100% of communes meeting new rural standards, of which 5 provinces have been recognized by the Prime Minister as having completed the task of building new rural areas.

However, the results of implementing national target programs are still limited, the progress of disbursing the allocated central budget capital is still very slow. The main reason is due to a number of difficulties and obstacles that need to be promptly resolved regarding: Allocation and assignment of annual central budget estimates (regular expenditures) to implement national target programs; regulations on procedures, criteria, and sample documents for selecting projects and models to support production development; mechanisms for using the state budget to support projects to develop production linked to value chains, develop community production... The above difficulties and obstacles are related to the provisions of a number of relevant Laws, beyond the authority of the Government and need to be reported to the National Assembly.

Faced with this situation, the Government reports to the National Assembly for consideration and decision on a number of specific policy solutions beyond the Government's authority. If these solutions are approved, they will remove difficulties and obstacles, creating favorable conditions for localities to accelerate the implementation and disbursement of capital for national target programs, especially disbursement of career capital.

The development of a National Assembly Resolution to pilot a number of specific mechanisms to handle difficulties and problems in applying the provisions of the State Budget Law, the Law on Promulgation of Legal Documents, the Law on Bidding, the Law on Public Investment, and the Law on Management and Use of Public Assets to accelerate the implementation of national target programs for the 2021-2025 period.

The draft proposes 7 specific policies and mechanisms as follows:

Policy 1: On the mechanism for allocating and assigning regular expenditure estimates from the annual central budget to implement national target programs.

Policy 2: Regarding the mechanism for assigning the Provincial People's Committee to prescribe the order, procedures, criteria, and sample documents for selecting projects and models to support production development.

Policy 3: On the mechanism of using the state budget to support projects on developing production linked to the value chain and developing community production.

Policy 4: On the mechanism for managing and using assets (if any) after the end of the production development support project.

Policy 5: On the mechanism of entrusting public investment capital from self-balancing sources of local budgets through the social policy banking system.

Policy 6: On the mechanism for assigning public investment project portfolios for small-scale projects, with uncomplicated techniques, and with people's participation.

Policy 7: On the decentralization mechanism to district level in managing and organizing the implementation of national target programs.
