According to Thanh Nien 's investigation, on May 12, Deputy Minister of Agriculture and Rural Development Nguyen Hoang Hiep signed a document sent to the Ministry of Natural Resources and Environment in response to Official Dispatch No. 1541/BTNMT-QHPTTND dated March 13 of the Ministry of Natural Resources and Environment regarding the change of land use purpose for rice cultivation to implement the Yen My Industrial Cluster project.

The Ministry of Agriculture and Rural Development believes that there is not enough basis to convert 44.76 hectares of rice land to make the Yen My Industrial Cluster project.

In the project dossier sent to the Ministry of Agriculture and Rural Development, the Ministry of Natural Resources and Environment requested the Ministry of Agriculture and Rural Development to give its opinion on changing the purpose of use of 44.76 hectares of rice-growing land to implement the above project.

Accordingly, the Ministry of Agriculture and Rural Development requested the People's Committee of Hung Yen province to explain, supplement, and update some contents of the dossier to ensure consistency and consistency of data between documents before appraising the dossier for changing the purpose of rice-growing land use.

According to the records, the scale of the project has not been unified. Specifically, according to the 2022 land use plan of Yen My district and the land recovery resolution, the project has a scale of 49.38 hectares. However, according to Decision No. 403/QD-UBND dated January 30 on approving the Land Use Plan to 2030 of Yen My district; Decision No. 1301/QD-UBND dated June 17, 2022 on approving the planning project; Decision No. 2528/QD-UBND dated October 30, 2020 on establishing Yen My Industrial Cluster, the project has a scale of 47.78 hectares.

According to the proposal of the People's Committee of Hung Yen province, the area of ​​rice-growing land that needs to be converted to another purpose is 44.76 hectares. However, in the approved Land Use Plan to 2030 of Yen My District and the Land Use Plan for 2022 of Yen My District, the area of ​​rice-growing land that needs to be converted to another purpose to implement the project is not determined.

In addition, the Ministry of Agriculture and Rural Development requested the People's Committee of Hung Yen province to add the document approving the investment policy according to the provisions of law to the dossier, which is stipulated in Circular No. 09/2021/TT-BTNMT dated June 23, 2021 of the Ministry of Natural Resources and Environment amending and supplementing a number of articles, detailing and guiding the implementation of the Land Law.

The People's Committee of Hung Yen province must also supplement and update the index of rice-growing land that is allowed to change its use purpose to non-agricultural land that has not been fully used in Hung Yen province, Yen My district and 2 communes of Yen My district, Trung Hoa and Tan Lap, updated to the present time.

The Ministry of Agriculture and Rural Development believes that there is not enough basis to consider changing the purpose of using rice-growing land. Therefore, it is requested to clarify the basis for proposing the area of ​​rice-growing land that needs to be changed to carry out this project; at the same time, it is requested that the investor complete the plan for using the topsoil layer according to regulations.

Previously, in June 2022, the People's Committee of Hung Yen province announced the decision to approve the detailed construction planning at a scale of 1/500 of Yen My Industrial Cluster, with an area of ​​nearly 48 hectares in the communes of Trung Hoa, Tan Lap and Yen My town (Yen My district).

The project is planned to serve investment, expand production and business of small and medium enterprises, cooperatives, cooperative groups; relocate household production facilities, overcome environmental pollution, create jobs for workers, increase local budget...

Also according to the planning of the People's Committee of Hung Yen province, this industrial cluster will have production facilities in supporting industries, electronics, automobiles, mechanics, high-tech industries; projects using energy saving, clean technology, and not causing environmental pollution.
