Many difficulties in project implementation

The project to renovate and upgrade provincial road 304, from Huong bridge to national highway 2 through Tho Tang town, Vinh Tuong district (Vinh Phuc) is invested by Vinh Tuong district People's Committee. The route has a total length of more than 2.3 km, nearly 1.5 km has been completed to date. Relevant units are speeding up the implementation progress, striving to complete and hand over the project for use by December 31, 2024.

Speaking with Kinh te va Do thi reporters, the leader of the Vinh Tuong district Construction Investment Project Management Board said that this is a group C, level II traffic project implemented in a crowded residential area with high density of people and vehicles (Tho Tang town), to create more favorable conditions for people and vehicles to travel.

With an implementation period of 2022 - 2024, the project has investment items including: foundation, road surface, sidewalk, rainwater drainage, wastewater drainage, trees, lighting, cable trenches, technical trenches, traffic safety, demolition, and relocation of existing works.

According to the Vinh Tuong District Construction Investment Project Management Board, up to now, the project has completed about 65.43%. Because the project is a renovation and upgrading project implemented in a residential area with a particularly high density of trade, business, and goods transit (many business sections are on the sidewalk, encroaching on the road such as Giang market gate, the old quarter, etc.); the traffic volume of goods transporting vehicles is very large, leading to frequent traffic jams (day and night), so the construction is facing many difficulties.

In addition, the implementation process encountered many difficulties related to underground items such as existing clean water pipes, small horizontal sewers of households, horizontal sewer drainage systems, as well as electrical infrastructure... requiring coordination between related units, affecting the project's progress, which was completed later than the expected time of November 2024.

Accelerate completion progress

Faced with difficulties and obstacles in project implementation, with the strong direction of Vinh Tuong District People's Committee, up to now, all obstacles in project implementation have been considered and resolved.

Vinh Tuong District People's Committee requested the Project Management Board, construction contractor, supervision contractor, and the Department of Economic Infrastructure to continue to coordinate to remove obstacles in project implementation. Strive to complete the overall project progress by December 31, 2024, ensuring the route is open to serve the travel needs of residents.

Require construction contractors and supervisors to proactively coordinate with units to increase human resources, materials, machinery, overtime, and shift work to complete the project to ensure quality and meet the above expected timeline.

Fully implement the arrangement and installation of signs to ensure traffic safety, labor safety, etc., and arrange construction time to minimize the impact on the lives of local residents.

Vinh Tuong District People's Committee requested the Department of Infrastructure Economics and Finance and Planning to directly send staff to coordinate with the Construction Investment Project Management Board in consolidating documents, consulting... and preparing necessary conditions to speed up the project's progress.
