Further strengthen the close connection between law-making and law enforcement organizations.

On the morning of July 30, at the Government Headquarters, the Government coordinated with the National Assembly Standing Committee and relevant agencies to organize a national online conference to disseminate the implementation of a number of Laws and Resolutions of the 15th National Assembly. Co-chairing were Deputy Prime Ministers Le Minh Khai, Tran Hong Ha and Le Thanh Long; Vice Chairman of the National Assembly Nguyen Khac Dinh; representatives of leaders of ministries, departments, branches, central agencies; online bridge points of People's Committees of provinces and centrally run cities.

In his opening remarks at the conference, Prime Minister Pham Minh Chinh emphasized that institutional building and improvement is one of the three strategic breakthroughs and major policies of the Party and State. The Government has identified this as a key task and focused on synchronous implementation from institutional building and improvement to law enforcement. Investment in institutional work is identified as investment for development; institutional improvement is to open up and promote other breakthroughs, especially in infrastructure. Since the beginning of the term, the Government has organized 28 thematic meetings on law-making; commented on, reviewed and approved more than 100 proposals for law-making and draft laws; issued more than 380 decrees; the Prime Minister has issued nearly 90 normative decisions.

At the sessions, the 15th National Assembly passed a large number of laws and resolutions (over 60 documents), including many important laws and resolutions such as: Land Law, Real Estate Business Law, Housing Law, Law on Credit Institutions, Road Law, Resolutions on piloting a number of specific mechanisms and policies for the development of provinces and cities... At the 7th Session alone, the National Assembly passed 11 Laws, 2 normative Resolutions; 1 Resolution on the Law and Ordinance Development Program for 2025, adjusting the Law and Ordinance Development Program for 2024 and 9 Resolutions on socio-economic management.

The National Assembly and the Government have shown great determination, made great efforts, taken drastic and effective actions, proactively and synchronously implemented many practical solutions, improvements and innovations in law-making, focusing on immediately removing difficulties, obstacles, bottlenecks and hindrances to development, especially in the fields of land and business infrastructure.

The development and promulgation of laws and resolutions is difficult, and the implementation of these documents into practice and their effectiveness is even more difficult. In recent times, the development and implementation of laws still have issues that need to be adjusted to unleash all resources for rapid and sustainable development in the context of the Fourth Industrial Revolution, especially in areas related to new growth drivers such as digital transformation, climate change response, green growth, circular economy, knowledge economy, and sharing economy that the whole world is aiming for and that we must follow. In fact, the race between countries is science and technology because of resource depletion, conflicts, wars, population aging, and severe climate change.

Job perfecting institutions, policies and laws Meeting practical requirements is an objective requirement. Therefore, organizing the conference is extremely correct and necessary. The Prime Minister suggested focusing on thoroughly grasping new points, key contents, requirements and main tasks to put newly issued Laws and Resolutions into practice; at the same time, reviewing some of the results achieved, the difficulties in the process of implementing some Laws passed by the National Assembly in this 15th term; listening to the opinions of ministries, branches and localities on the advantages, difficulties and obstacles in practice as well as in the implementation process; especially drawing experience in this process to improve the quality of legal documents.

The Prime Minister also pointed out that Regulation 178-QD/TW dated June 27, 2024 of the Politburo on controlling power, preventing and combating corruption and negativity in law-making is also an important content that needs to be thoroughly understood. Emphasizing that time is short, requirements are high, scope is wide, content is rich, therefore the Prime Minister suggested focusing on intelligence, continuing the spirit of innovation, presenting a concise report, going straight to the point, focusing on a number of issues:

Further promote the implementation of the requirement of closely linking law-making with law enforcement; between law-making quantity and law quality; ensuring the law, ensuring that the law is implemented strictly, fairly, consistently, promptly, effectively and efficiently in accordance with the spirit of the documents of the 13th National Party Congress and Resolution 27-NQ/TW on continuing to build and perfect the socialist rule-of-law state.

Discuss important issues, propose feasible and practical solutions, contribute to further strengthening coordination, creating synchronization and unity among agencies in order to: continue to improve the quality of implementation work, ensure the implementation of laws and resolutions of the National Assembly into life, contribute to promoting socio-economic development; strengthen control of power, prevent and combat corruption and negativity in law-making work.

Propose solutions to remove difficulties, obstacles, overcome shortcomings and limitations in the organization and implementation of Laws and Resolutions such as: slow organization and implementation; arrears, slow issuance of detailed regulations; review of legal documents has not received due attention...

* The Government's report said that in 2023 and the first 6 months of 2024, the Government, the Prime Minister, ministries, branches and localities have promoted responsibility, proactively and determinedly implemented many synchronous solutions with practical improvements and innovations in the work of building and organizing law enforcement, contributing to the completion of the set goals, improving quality, efficiency and ensuring close connection between build with law enforcement

In the work of perfecting institutions and building laws, the Government and the Prime Minister have assigned Ministers, Heads of ministerial-level agencies, and Chairmen of provincial People's Committees to directly take charge of and direct the work of building laws. At the same time, closely direct the implementation of legislative tasks according to Plan No. 81/KH-UBTVQH15, promote the review of the legal system, focus on areas with many difficulties and shortcomings, promptly propose new draft laws, amendments and supplements to remove difficulties, and meet the requirements of proactive policy response.

The Government Standing Committee and the Government have organized many meetings and sessions (regular and thematic) to closely review and thoroughly discuss proposals for drafting and dossiers of draft laws and resolutions and have specific conclusions in writing with a high sense of responsibility (from 2021 to present, the Government has organized 28 legal thematic meetings).

The Government leaders have increased direct work with ministries, branches and localities to provide opinions and guidance on major, complex issues and issues with different opinions in each draft law and draft resolution. During the direction and administration process, the Government and the Prime Minister have proactively reported to competent authorities on emerging and urgent issues from practice that require appropriate policy responses.

As a result, since the beginning of the term, the Government has submitted to the National Assembly for approval 60 Laws and normative Resolutions; the Government and the Prime Minister have issued about 470 Decrees and normative Decisions. In the first 6 months of 2024 alone, the Ministries submitted to the Government for consideration and comments on 35 draft Laws, proposals for the development of Laws and Resolutions; the Government issued 75 Decrees; the Prime Minister issued 8 normative legal decisions; at the same time, the Government issued 131 Resolutions, the Prime Minister issued 645 individual Decisions, 19 Directives, 64 Official Dispatches and 8,398 related directive and administrative documents.

In parallel with the work of law-making, in order to improve the results of law enforcement, the Government and the Prime Minister have focused on directing and strengthening the organization of law enforcement with many synchronous solutions such as: at thematic meetings, in addition to the work of institution building, the Government proposed many solutions to innovate, tighten discipline, clearly define responsibilities, coordination mechanisms and improve the capacity of law enforcement; after each session of the National Assembly, the Prime Minister directed and promptly issued a plan to implement the implementation of laws and resolutions; issued a List and assigned the agency to preside over the drafting of detailed regulations.

On that basis, many ministries, branches and localities have issued plans, lists of documents and assigned agencies to draft documents detailing the implementation of laws and resolutions for implementation; strengthened direction, urging, inspection, promoted the responsibility of leaders, focused resources to speed up the drafting and promulgation of detailed documents to soon put the provisions of the Law and Resolution into practice (as of July 25, 2024, for 36 laws and resolutions that have taken effect since the beginning of the term, 125 detailed documents have been issued); promoted policy communication work, helping people and businesses promptly grasp the content of major and important policies right from the drafting stage, facilitating the contribution of opinions, enhancing social consensus; focused on innovating the work of disseminating and educating the law.

The conference was broadcast live to the headquarters of 63 People's Committees of provinces and centrally run cities.

The Government is concerned with ensuring resources for the implementation and enforcement of laws and resolutions; directing ministries, branches and localities to pay attention to training and improving the capacity and quality of human resources working in legal affairs; the Ministry of Justice has coordinated with ministries, branches and localities to advise the Government to perfect the legal work institution, contributing to enhancing the role and position of legal organizations...
