(Dan Sinh) - On September 12, 2023, in Hanoi, the Ministry of Labor, Invalids and Social Affairs held a conference to review 10 years of implementing Resolution No. 22-NQ/TW dated April 10, 2013 of the Politburo on international integration in the fields of culture, society, science, technology and education and training under the chairmanship of Deputy Minister Le Van Thanh.

Also attending the Conference were representatives from the Ministry of Foreign Affairs, Ministry of Culture, Sports and Tourism, Ministry of Industry and Trade, Ministry of Education and Training, Ministry of Science and Technology, Ministry of Information and Communications, Ministry of Natural Resources and Environment, Ministry of Public Security and relevant units.

According to the report of the Ministry of Labor, Invalids and Social Affairs, in the past 10 years, the Ministry has synchronously implemented many solutions to implement Resolution No. 22-NQ/TW of the Politburo on international integration, especially the improvement of labor and social institutions. From 2013 to present, the Ministry of Labor, Invalids and Social Affairs has researched and submitted to competent authorities for ratification of 06 Conventions, including 05 ILO Conventions and 01 United Nations Convention; at the same time, it has been actively participating in negotiating labor commitments in free trade agreements. In the past 10 years, the Ministry has submitted for promulgation 06 Laws, Codes and a system of documents guiding implementation to meet the requirements of national development and the conventions it has participated in; mainstreaming gender equality into laws and policies.

The implementation of laws and policies in the field of labor and social affairs has achieved many positive results. The development of the labor market has made much progress, the rate of trained workers, job quality, labor productivity, and average income of workers and disadvantaged workers has increased. Labor relations have developed harmoniously, stably, and progressively. The level of vocational skills and competitiveness of the labor force have been improved. The coverage of social security has expanded, creating a solid foundation for economic development and ensuring social stability, with the total number of social insurance participants reaching nearly 17.49 million people. The system of providing social services for people in the community with 425 social assistance facilities serving the elderly, orphans, and people with disabilities. The system of providing child protection services has initially been formed and developed so that all children have convenient and fair access. The social assistance regime for disadvantaged groups has been continuously adjusted to suit the living standards and development level of the country. The rights of people with disabilities have been better guaranteed. Sustainable poverty reduction has been implemented using a multidimensional approach instead of an income-based approach. With the poverty rate continuously decreasing since 2016, Vietnam is considered by the international community to be a bright spot in the world's fight against poverty.

The results achieved are partly due to the fact that international cooperation has been promoted to take advantage of international experience, technical and financial resources in the development and implementation of policies and laws, typically the Vietnam - ILO National Cooperation Program on Decent Work implemented since 2006 has actively contributed to the completion of the labor law system. Projects using ODA capital have promoted the development of high-quality vocational schools and supported the transfer of advanced training programs and improved teaching quality. Programs and projects supported by the United Nations have also played a very important role in promoting gender equality, poverty reduction, social assistance, and the implementation of children's rights. The Ministry of Labor, Invalids and Social Affairs has also paid special attention to and promoted bilateral cooperation on labor to create an important legal corridor to protect the legitimate rights and interests of Vietnamese workers abroad. There have been about 10 international treaties and international agreements on bilateral labor cooperation signed since 2016. Non-governmental aid of 6 to 10 million USD per year has actively contributed to the development and implementation of policies for vulnerable groups.

At the Conference, representatives of ministries and branches gave presentations and speeches assessing the achieved results, proposing orientations for international integration work until 2030 as well as requirements for inter-sectoral coordination for the science, education and culture sectors in the coming time.

Speaking at the Conference, Deputy Minister Le Van Thanh emphasized that over the past 10 years, international integration in the fields of culture, society, science, technology, education and training has been carried out systematically and actively, achieving many results, contributing to the country's international integration process, especially in perfecting institutions, creating a unified legal framework to promote international integration fields; making efforts to internalize international commitments that Vietnam participates in accordance with the country's development conditions; proactively researching, proposing and implementing policies on culture, society, education, training, science, technology, and environment to proactively improve the country's internal capacity, enhance its position and enhance Vietnam's competitiveness in the international integration process.

International cooperation has been promoted by ministries and sectors in all fields through bilateral, multilateral and non-governmental cooperation channels. Vietnam has actively participated in all world and regional forums, contributed to and chaired many important initiatives to promote the development and implementation of the United Nations Agenda for Sustainable Development by 2030 and many global and regional cooperation programs related to labor, society, health, education, environment and innovation. In particular, cooperation within the ASEAN framework has always been valued, contributing to affirming Vietnam as an active and responsible member through proactive, active participation and coordination in the process of establishing the ASEAN Socio-Cultural Community and implementing the Community's goals by 2025.

Forecasting the world and regional situation until 2030, Ms. Nguyen Huong Tra, Deputy Director of the Department of Foreign Policy, Ministry of Foreign Affairs said: There are six major characteristics affecting the international integration process in the coming time, including:

1. International cooperation will be very different from the previous period because the structure and institutions of security-economic cooperation are much different from before, more loose in nature, more diverse in content and nature of activities, initiated by many subjects with many new initiatives, creating new cooperation mechanisms.

2. Strategic competition between major countries is increasingly fierce, comprehensive, profound and multidimensional.

3. Transforming the form of globalization, including regionalization.

4. The subjects participating in international cooperation are very diverse, not only limited to sovereign countries but have expanded to many other areas, such as large corporations, socio-political organizations, and large cities.

5. The strong development of technology is the factor that creates the most profound and powerful change in international integration, dominating the world situation.

6. Non-traditional security challenges are increasingly severe, especially climate change, which has profound and multi-dimensional impacts on all countries.

To take advantage of opportunities, resolve existing limitations and improve the effectiveness of international integration in the coming time, Deputy Minister of Labor, Invalids and Social Affairs Le Van Thanh suggested that ministries and branches continue to thoroughly grasp the policy of international integration, raise awareness of relevant parties; effectively implement international commitments, perfect institutions and effectively enforce laws to enhance internal strength, prevent and combat negative impacts from international integration; take advantage of knowledge, experience and external resources and demonstrate Vietnam's role and responsibility for the common development of the region and the world. Continue to actively coordinate with ministries and branches in negotiating and implementing free trade agreements, ensuring sustainable development.
