Vietnam National University, Hanoi, Ho Chi Minh City officially under the Ministry of Education and Training

On August 12, Deputy Prime Minister Le Thanh Long signed a decision to promulgate a list of public service units under the Ministry of Education and Training . This decision takes effect from the date of signing.

65 public service units under the Ministry of Education and Training

According to this decision, Hanoi National University and Ho Chi Minh City National University are among 65 public service units under the Ministry of Education and Training, along with other universities: Danang University, Hue University, Thai Nguyen University, Hanoi University of Science and Technology, Can Tho University, National Economics University, Ho Chi Minh City University of Economics.

Besides, there are dozens of universities, colleges, secondary schools, research institutes, training centers, project management boards... which are public service units under the Ministry of Education and Training.

Also according to the decision, the Minister of Education and Training is responsible for reviewing and implementing the arrangement of affiliated public service units to ensure organizational streamlining, promote autonomy, and operate effectively and efficiently according to the arrangement plan of public service units approved by competent authorities and current regulations.

Vietnam National University, Hanoi and Vietnam National University, Ho Chi Minh City are organized and operate according to the provisions of the Law on Higher Education 2012, the Law amending and supplementing a number of articles of the Law on Higher Education 2018, Decree No. 201 dated July 11, 2025 of the Government stipulating the functions, tasks and powers of national universities and relevant legal provisions.

National University is a level I budget unit assigned by the Prime Minister to estimate the budget.

Previously, on July 11, the Government issued Decree 201 regulating the functions, tasks and powers of national universities. This Decree took effect from September 1, replacing Decree No. 186.

According to this decree, a national university is a public higher education institution managed by the Ministry of Education and Training, has legal status, has its own account and uses a seal with the national emblem.

National universities are under the state management of the Ministry of Education and Training, the Ministry of Science and Technology, other ministries, branches and People's Committees at all levels where the national universities are located according to the provisions of law.

Implement the personnel work process to report to the Ministry of Education and Training to submit to the Prime Minister for appointment and dismissal of the chairman of the national university council, director of the national university, deputy director of the national university according to the Party's regulations and relevant laws; submit to the Ministry of Education and Training for recognition of the national university council according to the Party's regulations and relevant laws...

According to the new decree, the national university is a level I budget unit assigned by the Prime Minister to budget estimates; to uniformly manage the allocation and assignment of budget estimates to member units, units under and directly under the national university; to be responsible for accounting and budget settlement of the national university according to current state budget laws.

Approve the financial autonomy plan of member units, units belonging to and directly under national universities according to Government regulations on the financial autonomy mechanism of public service units.
