On June 16, the Ministry of Public Security's Investigation Police Agency completed the investigation into the bidding violation case that occurred at the Department of Education and Training of Quang Ninh province and a number of related units.

Compared to the first investigation conclusion, the number of defendants proposed for prosecution for violating bidding regulations causing serious consequences increased from 15 to 17. The two new defendants are Tran Phu Hung, former Deputy General Director of AIC Valuation Company, and Nguyen Anh Tuan, former appraiser of AIC Valuation Company.
In particular, 4 defendants were proposed to be prosecuted for a second crime. Among them, NSJ Group Chairwoman Hoang Thi Thuy Nga was accused of bribery. Ms. Vu Lien Oanh, former Director of the Department of Education and Training of Quang Ninh province; Mr. Ngo Vui, former Head of the Department of Planning and Finance (Department of Education and Training of Quang Ninh province); Mr. Ha Huy Long, former Deputy Head of the Department of Planning and Finance (Department of Education and Training of Quang Ninh province), were also accused of bribery.

The investigation concluded that Ms. Oanh and Ms. Nga knew each other before. The two sides discussed and agreed to let Ms. Nga's company participate in bidding packages for purchasing educational equipment in the area.
As the investor’s representative, Ms. Oanh facilitated Ms. Nga to set up 6 projects, then bid and won all 6 packages. Of which, 2 packages in 2019 caused a loss of more than 80 billion VND. After winning the bid, Ms. Nga paid Ms. Oanh 14 billion VND.
Ms. Oanh herself knew that the above actions were illegal, NSJ Group was not competent but still directed subordinates to help Ms. Nga's company participate and win the bid. Ms. Oanh's receiving 14 billion VND after implementing the bid packages was a profit motive to violate the regulations.
The investigation agency determined that Ms. Oanh played a leading role, the mastermind along with Ms. Nga. During the investigation, the defendant voluntarily and wanted her family to return 14 billion VND to remedy the consequences. Although the family has not yet paid, the investigation agency has seized 8 real estates and 1 personal property related to the defendant to serve the execution of the judgment.
On her side, after winning the bid, in addition to Ms. Oanh, Ms. Nga also paid defendant Ngo Vui 14.8 billion VND and Ha Huy Long 1.855 billion VND.
In the initial investigation conclusion, the Ministry of Public Security's Investigation Police Agency determined that the giving and receiving of money between the defendants stopped at the level of violations in bidding. After the Supreme People's Procuracy issued a decision requesting additional investigation, the Ministry of Public Security's Investigation Police Agency issued a decision to initiate additional prosecution and proposed to prosecute additional crimes against the defendants as stated.
In addition to the above case, Ms. Nga has recently been tried in two major cases, both for violating bidding regulations causing serious consequences. In the case at Dong Nai General Hospital, Ms. Nga was accused of wrongdoing along with Ms. Nguyen Thi Thanh Nhan, former Chairwoman of AIC Company, and was sentenced to 12 years in prison. In the case at the Can Tho City Department of Health, Ms. Nga was sentenced to 8 years in prison.
Another case involving Ms. Nga is also under investigation, which occurred at the Tay Ninh Provincial Department of Health. Ms. Nga is accused of violating regulations on ensuring fairness and transparency in bidding activities, causing serious consequences. Nine defendants have been prosecuted, including Ms. Nga and former Director of the Tay Ninh Provincial Department of Health Hoa Cong Hau.
