At around 9:00 a.m. on September 11, a working group of the Waterway Traffic Police, Nam Dinh Provincial Police, discovered a fish raft drifting on the Red River, with 3 people on the raft at the time.

The Waterway Traffic Police used two motorboats and mobilized several fishing boats in the Red River area to rescue people on the fish raft. At around 10:00 a.m. the same day, the authorities brought the fish raft to a safe anchor on the bank of the Red River, in Bach Thuan Commune, Vu Thu District, Thai Binh Province, ensuring the safety of people and property.
It is known that the 3 people on the fish raft all live in Tran Hung Dao commune, Ly Nhan district, Ha Nam province, including: Mr. Nguyen Van Vung, his wife Tran Thi Tuoi and son Nguyen Van Thanh.
Mr. Vung said that at around 4am on September 11, his family's fish raft of 9 cages with about 7 tons of various types of fish broke its anchor rope and drifted on the Red River. At that time, all 3 members of his family were on the fish raft, and fortunately, their lives and property were rescued in time.
