In Area 2, Tra Noc Ward (old), now Thoi An Dong Ward, there are many beautiful stories about humanity, solidarity, and mutual support in difficult times. The person who connects those hearts is Mr. Le Van Tuoc, Deputy Head of the Front Work Committee, Head of the Farmers' Association Area 2.

In May 2025, Mr. Le Van Tuoc (commonly known as Mr. Hai Tuoc) was awarded a certificate of merit by the People's Committee of Binh Thuy District (old) for his outstanding achievements over 10 years of implementing Directive No. 05-CT/TW of the 12th Politburo on "Promoting the study and following of Ho Chi Minh's ideology, morality and lifestyle". As with previous awards, the bonus money was contributed by Mr. Hai Tuoc to charitable activities in the area.

This year, 73 years old, Mr. Hai Tuoc still fulfills his roles and tasks well in the locality. In addition to participating in the Front Work Committee and the Farmers' Association of the area, he is also a People's Council Delegate of the ward, Head of the Self-Managed People's Group, Head of the 1B Education Promotion Group, Head of the Ward's Charity Ambulance Group, and Secretary of the Thoi An Dong Communal House Welfare Committee.

Because he is both caring and responsible, he is trusted and loved by the government and the people. Many people often send money and gifts to Mr. Hai to give to people in need in the area. For example, in July and August, Mr. Hai Tuoc visited and gave gifts to 10 patients in difficult circumstances. Each gift was worth 250,000 VND (10kg of rice and necessities). These gifts were supported by Ms. Duyen and Ms. Thao (who are living abroad), Dr. Tran Van Hoai (Head of the Ward Health Station), and Ms. Ha Thi Ut.

Or in July, Mr. Hai, on behalf of the Learning Promotion Group, gave gifts to 23 students in difficult circumstances, each worth 300,000 VND. Every year, during the summer, the Learning Promotion Group organizes giving money or notebooks to students in difficult circumstances, the cost of which is contributed by benefactors. A typical example is Ms. Nguyen Ngoc Hoa (commonly known as Nga) who regularly supports the learning promotion and talent promotion work in the area. In particular, Ms. Tran Thi Chuong (commonly known as Ut) sends money every year to Mr. Hai to buy rice to give to disadvantaged households during Tet and the 15th day of the 7th lunar month. On the occasion of Tet 2025 alone, Ms. Ut asked Mr. Hai to give 540kg of rice to 53 disadvantaged households.

In 2009, the government and people of Tra Noc Ward (old) contributed hundreds of millions of VND to buy a charity ambulance. In 2010, the ambulance went into operation and is still operating regularly. The ward's charity ambulance team was also established to operate and maintain the ambulance. Mr. Hai Tuoc was elected as the team leader. Every month, the team meets regularly and publicly discloses the revenues and expenditures for the people to know. Currently, there are over 130 people registered to contribute funds to the charity ambulance every month. In addition, there are also people who make unexpected contributions or relatives of patients support with gas money. All of these come together to form a fund used to operate the charity ambulance for the past 15 years.

Mr. Hai Tuoc shared: “Thanks to everyone's trust and support, local social charity activities are carried out regularly and consistently. Movements to build a cultural and civilized urban life, clean public spaces, upgrade bridges and roads, etc. are all carried out by the people in solidarity and joint efforts, contributing to making the area brighter, greener, cleaner and more beautiful.” In all activities, Mr. Hai has always been an exemplary leader, contributing both labor and money. Every time he was awarded by the sectors and levels, Mr. Hai used the bonus money to contribute to charity activities.

Mr. Hai Tuoc happily said: “There are many good things happening in the locality, not only mutual love, many people also pick up lost things and return them to the owner. For example, in the middle of July, Mr. Le Tan Phat (commonly known as Hieu), a welder, picked up a wallet, Hieu brought it to me to report. I called the police of area 2 to contact the locality where the wallet was lost, about an hour later, this person came to receive all the documents and money he had lost. The valuable thing is that Hieu, despite his difficult circumstances, works for others but does not covet lost things, thereby contributing to spreading the beautiful life to everyone.”
