Speaking at the Conference, Mr. Khuat Hoang Kien - Deputy Director of the Department of Digital Transformation and Data Information of Natural Resources and Environment said that in recent times, the Department has been very active and proactive in closely coordinating with units in the industry to implement and successfully complete the tasks assigned by the Ministry of Natural Resources and Environment.

Specifically, the Department of Digital Transformation and Data Information of Natural Resources and Environment (CDSTTDL TN&MT) has proposed and implemented methods of direction and management based on digital transformation, digital data and high-level application of information technology, initially achieving breakthrough and innovative results in digital transformation of ministries and branches.

In addition, the Department has supported units to handle administrative procedures in the electronic environment, towards a digital technology model and digital data; creating digital infrastructure, digital platforms, data infrastructure, information security, and shared network security to increase efficiency, value, publicity, and transparency, contributing to serving the digital transformation of the industry and national digital transformation.

In particular, the Department of Information and Communications Technology has completed key tasks and solutions for e-Government development according to Resolution No. 17/NQ-CP dated March 7, 2019; E-Government Development Strategy towards Digital Government; National Digital Transformation Program; National Cyber ​​Security and Safety Strategy; National Data Strategy to 2030; Project on developing data applications on population, identification and electronic authentication, etc.

Along with that, the Department deploys and ensures the plan and quality of digital transformation work, operating e-Government towards digital Government according to the assigned plan, including key tasks such as: Building and completing specialized national databases; providing online public services, connecting and integrating with the National Public Service Portal, National Single Window Portal; implementing the Project on developing applications of population data, identification and electronic authentication to serve national digital transformation in the period of 2022 - 2025, with a vision to 2030, ... has served well and satisfied people and businesses.

However, frankly admitting that in 2025, the Department needs to overcome limitations and shortcomings. Part of the reason is that the practical requirements of digital transformation, digital government development, and information technology application are increasingly high, constantly changing, creating many completely new contents and subjects that have not been regulated; along with the limited human resources compared to current requirements, the lack of regulations, bases, economic and technical norms and the development of software, information systems to maintain, operate, and ensure information security, etc., the implementation of information technology projects has not been guaranteed to be on schedule; the disbursement of public investment capital is still low compared to the planned target...

Contributing his opinion at the Conference, Mr. Nguyen Ngoc Vu - Head of Digital Transformation Department - Department of Digital Transformation of Natural Resources and Environment said that putting into operation the multi-purpose land system, ensuring information infrastructure, operational issues... pose many challenges and are extremely important tasks of the Department. In addition, aiming towards digital government, digital transformation of the Natural Resources and Environment sector, in the coming time, the Department needs to focus on developing many plans to basically implement and complete the tasks and after the Project of merging the 2 Ministries, Department of Digital Transformation of Natural Resources and Environment.

Accordingly, Mr. Duong Van Hai - Deputy Director of the Department of Surveying, Mapping and Geographic Information of Vietnam said that in the coming time, the Department needs to deploy a plan to ensure smooth issuance of surveying and mapping licenses, appraisal of records... and online payment through the National Public Service Portal to ensure convenient use for people. In addition, it is necessary to upgrade and improve work management software for units in the coming time.

Speaking at the Conference, Deputy Minister of Natural Resources and Environment Tran Quy Kien praised the efforts of the Department of Digital Transformation of Natural Resources and Environment and highly appreciated the cooperation of units in the Ministry in implementing the tasks of building comprehensive digital transformation in the field of Natural Resources and Environment, contributing to national digital transformation. At the same time, the Deputy Minister hoped that the coming time would be an important time for the country when the Project of merging ministries was implemented. The Department of Digital Transformation of Natural Resources and Environment also needs to promote its strengths, unite to perform well the urgent tasks, build strategic orientations for 2025 to complete the work in the most favorable and effective way.

In addition, regarding the orientation for 2025, the Deputy Minister requested the Department of Natural Resources and Environment to take drastic actions, coordinate with the Ministry's Office to build a system to implement administrative reform procedures and upgrade the current software for managing and processing documents of the Ministry.

Regarding public services, the Deputy Minister requested the Department to proactively study the public service systems of the Ministry of Agriculture and Rural Development when merging to be able to synchronize information in a unified manner, after merging the 2 Ministries. Regarding public investment, the Department needs to use additional revenue sources to cover costs, needs systems, software, and develops detailed guidance projects. Specifically, with 3 projects including: Database of all fields, Digital transformation project and Smart management project, need to be urgently implemented to basically complete and put into operation in 2025, aiming to save and prevent waste, ...

In particular, the Department of Natural Resources and Environment needs to continue to improve technical regulations on databases in various fields; technical processes in digital methods, taking data as the center, collecting digital data at the source, managing, sharing, analyzing, and processing on digital technology.

At the same time, it is necessary to build and standardize software related to environmental assessment, declaration guidance procedures, public services, etc. to meet the requirements of people, businesses, etc. The Department needs to focus on building and perfecting national databases, the field of natural resources and environment, especially the land database; providing and sharing data for state agencies, organizations, and individuals to develop the digital economy, digital society, serving the settlement of administrative procedures... and taking advantage of the strengths of people with technology in building a strong information technology system and digital transformation for the natural resources and environment sector in particular and for the country in general.

Mr. Le Phu Ha - Director of the Department of Digital Transformation and Information Data of Natural Resources and Environment said that in 2025, the Department will focus on completing the comprehensive construction of a database to serve the management and operation of digital infrastructure and digital platforms to ensure that the shared digital infrastructure of the Ministry and branches operates smoothly.
