Groundbreaking ceremony for resettlement area on August 19

The North-South high-speed railway project is a strategic transport project with a total length of 1,541km, passing through 15 provinces and cities nationwide, with a design speed of 350km/h. The route through Hue City is more than 95km long, with a total investment of about 5,907.7 billion VND. The project passes through 12 wards and communes including: Phong Dinh, Phong Thai, Dan Dien, Quang Dien, Hoa Chau, Duong No, My Thuong, Phu Ho, Phu Vang, Vinh Loc, Phu Loc, Chan May - Lang Co, with an affected area of ​​more than 1,255 hectares, more than 8,550 households affected and more than 10,570 tombs to be relocated.

Reporting at the meeting, Mr. Le Anh Tuan - Director of the Department of Construction - said that the City People's Committee agreed in principle to assign the Project Management Boards for Investment and Construction of Areas 1, 2, 3 and the Project Management Board for Investment and Construction of Economic Zones to be the investors of resettlement area construction projects according to the assigned management areas. To serve the project, the city will arrange 23 resettlement areas and 4 cemeteries; of which, 3 resettlement areas and 1 cemetery have been approved, ready to start construction on August 19.

Localities contributed opinions, reported progress and proposed solutions to a series of problems to speed up site clearance and resettlement; agreed on a coordination plan to ensure that site clearance and resettlement project investment are carried out synchronously and in accordance with regulations; reviewed investment plans for technical infrastructure in resettlement areas; and promptly had a plan to allocate medium-term public investment capital for the period 2026 - 2030.

Representatives of the Project Management Boards said that the units are focusing on speeding up the progress and ensuring the conditions for the groundbreaking on August 19. Currently, the boards have coordinated with local authorities to declare and count the affected assets, land, and crops; basically completed the procedures to start construction of the approved resettlement areas, and continue to prepare for investment in the remaining areas.

Vice Chairman of the City People's Committee Hoang Hai Minh discussed related issues at the meeting.

The representative of the Management Board of Investment and Construction Projects of Region 3 noted that the simultaneous commencement of many resettlement areas and key projects could lead to a shortage of construction materials, especially land for leveling, stone and sand. Therefore, it is necessary to have a reserve plan to ensure supply. In addition, the compensation for site clearance cannot be delayed, so it is necessary to arrange enough advance capital for timely implementation.

Vice Chairman of the City People's Committee Hoang Hai Minh emphasized that in order to meet the progress of handing over the site for the high-speed railway project in December 2026, the allocation of resettlement land must be completed before June 2026, and the relocation of graves must be carried out from the beginning of 2026. Mr. Minh requested the Department of Construction to soon work with the Vietnam Railway Corporation to determine the exact boundary; prepare additional land for cemetery resettlement; after approving the project, localities need to focus on paying compensation, propagating and mobilizing people to hand over the site.

Director of the City Police, Major General Nguyen Thanh Tuan, requested that localities calculate a suitable roadmap, dialogue with people to create consensus, and proactively propagate and orient public opinion, prevent bad and toxic information; resolutely handle illegal construction for profit; bidding and contractor appointment must be transparent and clear, avoiding group interests.

Ensure project is on schedule

Concluding the meeting, Secretary of the City Party Committee Le Truong Luu affirmed that the North-South high-speed railway project is a strategic task, of great significance to the socio-economic development of the locality. Units and localities need to clearly define their responsibilities, especially the site clearance work must be carried out urgently, publicly, transparently, methodically and in accordance with regulations.

Resettlement needs to have a specific plan and schedule for each project; the inventory must be accurate and complete, from houses to graves; resettlement areas need to be planned synchronously, linked to the development of residential areas, cultural institutions and urban infrastructure. Localities must coordinate closely with departments to ensure minimum infrastructure for people when handing over resettlement.

The Secretary of the City Party Committee also noted that the financial agency should soon arrange capital sources; the City People's Committee needs to survey, increase reserves and strictly manage material mines; select capable contractors who commit to progress; strictly manage the forces participating in site clearance, avoiding taking advantage of profiteering. Propaganda work must closely follow the plan of the City Party Committee's Propaganda and Mass Mobilization Department; local leaders need to be close to the people, have direct dialogue, and promptly resolve problems to create high consensus among the people.
