Announcement of 1/2000 scale construction zoning plan for Bac Hoang Hoa Industrial Park

On the afternoon of August 14, at the headquarters of the People's Committee of Hoang Phu commune, the Management Board of Nghi Son Economic Zone and Industrial Parks (KKTNS&CKCN) of Thanh Hoa province held a conference to announce the 1/2000 scale construction zoning plan of Bac Hoang Hoa Industrial Park.

Attending the conference were representatives of the Management Board of Thanh Hoa Economic Zone and Industrial Parks, leaders of Hoang Phu and Hoang Giang communes; Party cell secretaries, heads of the villages: Hiep Thanh, Nghia Trang, My Du, Kim Son, Phu Thuong 1, Phu Thuong 2, Sao Vang 1, Sao Vang 2 of Hoang Phu commune.

The 1/2000 scale construction zoning plan of Bac Hoang Hoa Industrial Park was approved by the Provincial People's Committee in Decision No. 2658/QD-UBND dated August 4, 2025. Accordingly, Bac Hoang Hoa Industrial Park will be deployed in the administrative boundaries of 2 communes: Hoang Phu and Hoang Giang. The planning scope has the following boundaries: to the north, it borders the road connecting National Highway 45 with National Highway 1A, to the south, it borders Phu Quy 3 Street and the existing residential area, to the east, it borders Phu Quy 9 Street and to the west, it borders Nam Canal.

Bac Hoang Hoa Industrial Park has a planned area of about 255.96 hectares, of which the industrial park land is about 250.55 hectares; the rest is land outside the industrial park with an area of about 5.41 hectares. The labor scale is about 14,400 - 23,400 people. This is identified as a multi-industry concentrated industrial park, prioritizing the manufacturing industry of medical equipment, electronics, automobile and motorbike manufacturing, consumer goods manufacturing, garment supporting industry, high-tech industrial projects (not attracting labor-intensive projects such as garment, leather, footwear).

Regarding land use structure and land use planning indicators, in the 250.55 ha of planned industrial park land, the majority of the area is reserved for factory and enterprise construction with 175.71 ha (accounting for 70.1%). Technical indicators stipulate a maximum construction density of 70%, a maximum building height of 5 floors and a maximum land use coefficient of 3.5 times. In addition, land for service works and public utilities is 7.43 ha (accounting for 3%); technical infrastructure works 6.23 ha (2.5%); trees and water surface 27.38 ha (10.9%) and traffic land 33.80 ha (13.5%).

Regarding spatial organization, Bac Hoang Hoa Industrial Park is divided into two main sub-areas: Area A has an area of about 171.17 hectares, located on the west side of the North-South high-speed railway; Area B is about 79.38 hectares, located on the east side of the North-South high-speed railway. Area B consists of 3 sub-areas B1, B2, B3 with specific locations along Kim Quy and Phu Quy 10 roads.

Plan the division of land lots for building factories and enterprises flexibly, and can combine many lots to meet the construction requirements of large-scale factories. Focus on attracting large enterprises that are key and driving forces for the development of industrial parks; at the same time, when investing in industrial park infrastructure, ensure the conditions as prescribed in Clause 4, Article 9 of Decree No. 35/2022/ND-CP dated May 28, 2022 of the Government regulating the management of industrial parks and economic zones.

The service and public utility areas are concentrated in the center of the industrial park, combined with green spaces to form a complex of executive office buildings, security areas, accommodation, service and product display buildings, cultural, sports and medical centers of the industrial park. Green parks are arranged in central areas, creating landscapes and contributing to improving the ecological environment. In addition, green trees are arranged in median strips, along traffic routes, around technical infrastructure areas, ensuring environmental hygiene and aesthetics for the industrial park.

The internal traffic system is designed in a checkerboard pattern, conveniently connecting with external traffic routes, ensuring convenient access to each plot of land. The industrial park has an important location and will connect with the surrounding area through external traffic routes, such as: North-South high-speed railway; road connecting National Highway 1A with National Highway 45, Phu Quy 3 road, Hoang Xuan - Hoang Quy road, Kim Quy road, Phu Quy 10 road; Phu Quy 9 road.

On behalf of the leaders of the two localities with administrative boundaries under the Bac Hoang Hoa Industrial Park Planning, speaking at the conference, Chairman of the People's Committee of Hoang Phu Commune, Le Van Cuong, emphasized: The approval of the Bac Hoang Hoa Industrial Park Planning is considered an important step in the development orientation of the communes in the area, towards forming an industrial park with synchronous technical infrastructure, arranging suitable industrial types, using land reasonably, increasing the proportion of industrial labor, contributing to the shift of labor structure in the area, contributing to the socio-economic development of the localities.

After receiving the planning dossier, the locality commits to organize the publicity according to the provisions of law for the people and organizations and enterprises, creating a unified awareness and consensus among the people, thereby having the determination to implement the planning well. Localities commit to organize the site clearance work well according to the investment progress.

The Chairman of the People's Committee of Hoang Phu commune requested provincial departments, branches and sectors to pay attention to, promptly propose, select and approve investors to do business in industrial park infrastructure to concretize the planning, attract investment and promote the industrialization process in the two communes.
