On the morning of June 14, the Executive Committee of the Hanoi City Party Committee (17th term) opened the 13th Conference to review and discuss a number of important contents.

According to Secretary of the City Party Committee Dinh Tien Dung, in the first half of the 17th Party Congress, Hanoi had to carry out political tasks in a context of more difficulties and challenges than expected. However, with the efforts, tradition of solidarity and consensus of the Party Committee, the government and all classes of people, the city has achieved many important and comprehensive results in all areas: Prevention and control of the COVID-19 pandemic; economic recovery and development; cultural and social fields have received attention and continued development; national defense and security have been ensured; foreign affairs have been expanded, the role and position of the capital have been increasingly enhanced...

Along with that, the work of building the Party, the political system, the Fatherland Front and mass organizations has had many positive changes and achieved good results.

The Hanoi Secretary said that, through assessment, up to now, compared to the targets of the Congress Resolution, it is estimated that 9/20 targets are likely to be achieved and exceeded by the end of the term.

“The targets are difficult to achieve due to many objective and subjective reasons, especially due to the severe impact of the COVID-19 pandemic, the armed conflict between Russia and Ukraine... In addition, the leadership and management of some Party committees, authorities at all levels, heads of some agencies and units are sometimes and in some places not resolute, not fully responsible, still passive, still in a state of pushing, avoiding, waiting, and relying. The coordination between levels and sectors in some areas is not tight...”, the Secretary of the City Party Committee emphasized.

With high political determination, to successfully implement the targets set out in the Congress Resolution, Mr. Dinh Tien Dung suggested that members of the City Party Executive Committee, heads of agencies and units carefully study the draft reports, according to their functions and tasks, carefully evaluate each area of ​​responsibility, and clarify the causes.

For low targets, Mr. Dung suggested that it is necessary to analyze and forecast scientifically the new context, situation, trends, major issues that may occur in the world and in the country, advantages, difficulties, and resources to implement the remaining targets and tasks of the term.

The Secretary of the City Party Committee requested delegates to study and propose major policies, decisions and breakthrough solutions, associated with major orientations for the development of Hanoi Capital according to Resolution No. 15 of the Politburo "On the direction and tasks of developing Hanoi Capital to 2030, vision to 2045", mobilizing resources to serve economic growth, focusing on solutions for structural transformation, strongly shifting the direction of exploiting the remaining space and internal resources to focus on leading and directing the implementation of the remaining targets set out in the Resolution of the Congress to achieve the highest results.

Regarding the preliminary report on the pilot organization of the urban government model in Hanoi, the Secretary of the City Party Committee said that, closely following the direction of the Central Government, with high political determination, the City Party Committee has focused on leading and directing Party committees at all levels and the city's political system, thoroughly grasping, seriously, synchronously and comprehensively implementing the pilot organization of the urban government model to ensure methodical, cautious, and in accordance with legal regulations and has achieved positive results, creating clear changes in the organization and operation of the political system, promoting the implementation of the city's political tasks.

“After two years of pilot implementation, initial positive results have been achieved, the pilot contents have been implemented synchronously, uniformly, effectively, basically ensuring the set goals, objectives, and progress; creating a clear change, a breakthrough in the organization and operation of the political system at the grassroots level,” Mr. Dinh Tien Dung stated. At the same time, the Hanoi Secretary also asked delegates to study and contribute opinions so that the Standing Committee of the City Party Committee can continue to complete the draft Report to submit to the Politburo; especially giving opinions on the 5 proposals and recommendations of the City Party Committee to the Politburo, the National Assembly and the Government.

Regarding public investment, Secretary of the City Party Committee Dinh Tien Dung proposed to focus on discussing thoroughly and giving specific opinions on the following contents: Adjusting the reduction of total medium-term public investment capital; assessing the feasibility of land revenue, equitization revenue, divestment of state-owned enterprises, and other mobilized sources; reviewing and assessing the ability to implement programs, tasks, and projects in the medium-term public investment plan, especially for key projects and works in the 2021-2025 period, urgent public projects, projects in the fields of environment, culture, education, health, national target programs on new rural construction, socio-economic development in ethnic minority and mountainous areas, etc., which are being strongly led and directed by the City Party Committee.

As of May 31, the city's public investment disbursement reached 24.8% of the assigned plan, lower than the set requirements. The progress of some projects has not been resolved, not ensuring the disbursement progress, at the same time, there are some projects that need additional capital to speed up the implementation progress or have completed the procedures and conditions to allocate capital to start construction. The Secretary of the City Party Committee requested the delegates, especially the Party Committee Secretaries, with the practical experience from the grassroots, to focus on discussing and frankly pointing out the reasons for low disbursement, especially subjective reasons.

“On that basis, propose solutions, especially breakthrough solutions for subjective “bottlenecks” in directing and managing the disbursement of public investment capital at all levels and sectors. In particular, it is necessary to discuss and give detailed opinions on the plan to adjust the 2023 Public Investment Plan to speed up the implementation and disbursement progress, creating momentum to promote the city's socio-economic development. In particular, it is necessary to assess the ability to absorb additional capital of VND 6,159 billion from revenue from equitization, divestment and dividends, and after-tax profits of city enterprises; review the need to adjust and supplement capital for key programs and projects of the city, especially the Ring Road 4 Project”, the Secretary of the City Party Committee emphasized.

Regarding the draft Directive of the Standing Committee of the City Party Committee on strengthening discipline, order and responsibility in handling work of Party committees at all levels, localities and units under Hanoi city, Secretary of the City Party Committee Dinh Tien Dung affirmed: This is one of the important contents to overcome limitations and shortcomings, promote advantages, and be determined to create fundamental changes from awareness to action of the entire city's political system in terms of discipline, order and responsibility in handling work, avoiding the situation of pushing, avoiding, waiting, relying on, and promoting the determination and aspiration to successfully implement the Resolution of the 17th City Party Congress.
