On the morning of October 30, the National Assembly will discuss in the hall the implementation of the National Assembly's resolutions on national target programs on new rural construction for the 2021-2025 period, sustainable poverty reduction for the 2021-2025 period, and socio-economic development in ethnic minority and mountainous areas for the 2021-2030 period.

Direct supervision of the Government, 11 ministries, branches and 15 provinces

This is the first time the National Assembly has conducted mid-term supervision, simultaneously with 3 national target programs for the 2021-2025 period, with a wide scope, along with innovation requirements, the Supervisory Delegation has solved many tasks, a large amount of work with appropriate new approaches and methods.

Identifying the key content as monitoring and evaluating policy progress and direction, administration, and implementation is the right direction, especially in the context of programs being behind schedule in terms of set goals and requirements.

The delegation directly supervised the Government, 11 ministries, branches and 15 provinces representing regions and levels of program beneficiaries; organized many working sessions and made maximum use of audit and inspection results, along with opinions from ministries, branches and localities.

According to the assessment of the monitoring delegation, the implementation of the programs in this phase has initially achieved some positive results, closely following the resolutions of the National Assembly; economic and social infrastructure in rural and mountainous areas has been improved.

The Joint Steering Committee of the programs has been consolidated into a single Steering Committee from the central to local levels. The Government allocates capital to localities according to the provisions of the Budget Law and the Public Investment Law, with the content closely following the resolutions of the National Assembly; disbursement results have improved in 2023, especially investment capital.

The Government and ministries and branches have strengthened the inspection and supervision of inter-sectoral and individual programs; organized many dialogue conferences, synthesized, received and processed more than 300 local recommendations, 150 opinions of National Assembly Deputies at the 5th session and many contents discovered by the monitoring delegation regarding difficulties and obstacles in the implementation of programs to have timely solutions.

Through monitoring activities, cadres at all levels, from the central to local levels, have a more complete and real understanding of the current status of the programs, which is an important basis for continuing to comprehensively innovate, promoting the implementation of national target programs according to the Party's policies and orientations and the National Assembly's resolutions, contributing to socio-economic development and improving people's lives.

In addition, the monitoring delegation also pointed out some shortcomings such as slow issuance of legal documents under management authority, unclear content, difficult implementation, and content quoting many other documents.

Most of the issued documents have problems that need to be revised and supplemented, including regulations on management mechanisms, organization of program implementation and many other important circulars related to management, use and settlement of career funds from the state budget.

The implementation norms of some policies on the use of public capital are still low, slow to be revised, and the implementation process is complicated. Up to now, some localities continue to revise and complete missing documents and continue to revise and supplement issued documents.

Poverty reduction results have not yet achieved multidimensional goals and are not sustainable; the risk of falling back into poverty remains high; the lives of a segment of the population, especially ethnic minority areas and areas frequently affected by natural disasters, are still facing many difficulties; the gap in income, poverty reduction levels and development gaps between localities, regions and areas is still large.

The allocated capital is not commensurate with the set goals and requirements. Capital planning, capital allocation, and central budget allocation are slow. It is not until May 2022 that the Government will submit to the National Assembly the capital allocation for programs...

The disbursement progress of central budget capital for all three programs is still slow, especially for public service capital. Specifically, by the end of January 2023, the disbursed capital for 2022 only reached 42.49% of the plan. Disbursement of public service funding from the central budget for 2023 by June 2023 only reached 5.33% of the plan, and disbursement of convention investment capital by August 31, 2023 only reached 41.9% of the plan.

The monitoring delegation assessed that the ability to complete the target of disbursing central budget capital by 2025 is very difficult.

The state of fragmentation and dispersion makes the integration, decentralization, delegation of power and special mechanisms according to the Party and State's policies ineffective in practice, wasting State and social resources, and the Programs have not achieved the desired results...

Among the causes pointed out by the monitoring team, there is a subjective cause from the practical capacity of a number of cadres and civil servants in charge of advising, drafting documents and policies; managing and organizing the implementation of programs that are still limited in quantity and quality, especially at the district and commune levels in ethnic minority and mountainous areas.

Notably, according to the monitoring delegation, there is a situation of shirking, evasion, and fear of responsibility among a number of cadres and civil servants in performing their duties, especially the legal basis for implementing some policies is still unclear and inconsistent...
