The Ministry of Transport recently asked the Department of Registration to consult experts on whether cars should be registered by time or by number of kilometers after the current "controversy" about registration.
In fact, vehicle inspections based on time cycles have revealed many shortcomings and limitations over a long period of time. However, according to experts, applying the method of calculating vehicle inspection cycles based on kilometers instead of time is not a simple matter.

Responding to VTC News , Mr. Nguyen Van Quyen, Chairman of the Vietnam Automobile Transport Association, said that the solution of inspection by kilometers poses many challenges for management agencies because vehicle owners can use technology to interfere with the actual number of kilometers.
“ The trick of rewinding the odometer on a car is not difficult and is commonly applied today in many auto repair garages ,” Mr. Quyen shared, and also said that “ for now, we should still carry out vehicle inspections according to time cycles .”
According to the Chairman of the Vietnam Automobile Transport Association, to apply this method, it is necessary to have a solution to manage the number of kilometers reported on the vehicle's meter in a practical and accurate manner.
“ Do we have enough technological foundation to detect cars that “cheat” on mileage? And when such fraud is discovered, what sanctions should be applied? ”, the transport expert continued to ask. He also said that management agencies need to use modern solutions to manage car registration according to mileage cycles.
According to Mr. Quyen, even when applying periodic inspection by kilometers, it is necessary to consider the possibility of "vehicles not being used for a long time". The number of kilometers on the vehicle may not increase much, but due to being left for a long time, other equipment parts on the vehicle will be worn out and damaged. In this case, how to inspect the vehicle is also a difficult problem for the authorities.
“ Everyone knows that managing vehicles by kilometers is correct, but how to manage them accurately, scientifically, and fairly is a big problem. If inspections are done by kilometers, personal and family vehicles will benefit. Because family or personal vehicles only serve their own needs, their travel activities are very low compared to business vehicles. For a long time, leveling inspections by time has caused personal vehicles to suffer a lot. Therefore, everyone understands that it is time to conduct vehicle inspections based on actual kilometers to classify vehicles that operate in a narrow range and are rarely used. But to effectively manage them, spare parts and machinery also need to be carefully evaluated ,” said the transport expert.
Experts say that the shortcomings in the inspection work have been evident for a long time, and the authorities have also seen the leveling of the number of kilometers between vehicles with little mileage and vehicles with much mileage. This leads to vehicles with a large difference in mileage but at the same time limit having to be inspected together. This not only causes waste for the vehicle owner but also waste for the whole society. " We know that, but how to manage it accurately also needs careful research ", the Chairman of the Vietnam Automobile Transport Association continued to emphasize.
Faced with the overload situation at inspection units in recent times, there are also opinions that, to avoid this problem, company vehicles and vehicles of agencies should be transferred to the centers of the Ministry of Public Security and the Ministry of National Defense for inspection management. Regarding this issue, according to Mr. Quyen, the inspection activities of the Ministry of Public Security and the Ministry of National Defense have different equipment and production lines, which do not completely match the inspection line of the Ministry of Transport. Therefore, if the inspection activities are transferred to those agencies, there needs to be a rather complicated adjustment negotiation process. The national general management software system is not yet connected to each other. Therefore, it is necessary to synchronize the management system first. This requires a lot of time and effort.
Regarding the proposal to calculate the vehicle inspection cycle based on the number of kilometers the vehicle has traveled, a representative of the Vietnam Register said that the unit is continuing to study this issue before issuing a final report. The Vietnam Register continues to study models for calculating vehicle inspection cycles in countries around the world and select them for practical application in Vietnam to suit domestic conditions in each period.
