Kon Ray District is currently implementing 8/10 projects under the National Target Program 1719. From 2022 to present, the district has been allocated a budget of more than 129 billion VND for implementation. To ensure that capital from the National Target Program 1719 is effectively deployed, Kon Ray District People's Committee has reviewed and determined the actual needs of each locality to allocate capital reasonably, effectively and prioritize investment. Develop a specific plan for each Project, Sub-project including time, objectives and implementation steps.
Mr. Dao Duc Tien - Head of the Ethnic Minorities Department of Kon Ray district said: In the process of implementing the National Target Program 1719, the district has strengthened the inspection, supervision and evaluation of the effectiveness of capital use to check the progress of project implementation, sub-projects, construction quality and arising issues. Organize training and capacity building for the community and officers implementing the Program at all levels to improve skills and understanding of project management and capital use. Encourage the participation of local communities in planning, implementing and monitoring projects. This helps to increase transparency and accountability.
With the participation of the entire political system, the implementation of ethnic policies and the National Target Program 1719 in Kon Ray district has created a high consensus among the people. When supported by the state, poor and near-poor households who are ethnic minorities have received support from relatives and the community to help them develop a sustainable economy.
Mr. A Blung (Xo Dang ethnic group) in village 3, Dak Koi commune, Kon Ray district shared: Being a poor household, having to live in a temporary house for many years, in 2022, the family received support from the district with 40 million VND from the capital of the National Target Program 1719, the family borrowed 40 million VND from the district's Social Policy Bank, relatives lent an additional 100 million VND and received support from the village community for working days, so they were able to build a spacious house with an area of over 80 square meters. With stable housing, the family will always strive to make a living, and in 2023, they will escape the list of poor households.
After 3 years of implementing the National Target Program 1719 in Kon Ray district, many positive results have been achieved, creating a clear change in the appearance of villages and the lives of ethnic minorities. The school system and educational facilities have been improved to enhance the quality of teaching and learning. Infrastructure works such as roads, bridges, electricity, water and public works have been invested in upgrading and newly built.
In particular, projects to support agricultural production development, support plant varieties, livestock, and new farming techniques have been implemented. Thereby, helping to improve productivity and quality of agricultural products; at the same time, creating conditions for ethnic minorities to increase income from agricultural production. Currently, the average income per capita reaches more than 38 million VND/year. The average annual poverty rate has decreased by 7.66%.
Ms. Y The (Ba Na ethnic group) in village 3, Dak Pne commune, Kon Ray district shared: In November 2023, the family received support from the commune with a breeding cow worth nearly 20 million VND. After a period of care, it has now given birth to a calf. The family is trying to take care of it so that it can develop further in the future, generate income for the family and have money to pay back the counterpart fund according to regulations.
Ms. Y Qua, Vice Chairman of Dak Pne Commune People's Committee, said: Dak Pne is a particularly difficult commune, with nearly 100% of the population being Ba Na people. In recent years, investment resources from the National Target Program 1719 have changed the face of villages and hamlets, and especially the support for production development has helped ethnic minorities effectively change their crop and livestock structure.
With investment resources from the National Target Program 1719, not only will it change the face of ethnic minority areas, but it will also help poor ethnic minority households in Kon Ray district have the motivation to develop their economy, stabilize their lives and escape poverty sustainably in the coming time.
