Accompanying him were leaders of relevant departments and branches.

In early September 2024, storm No. 3 made landfall in the province, causing severe damage to many works and socio-economic activities of the province. In particular, the Provincial Multi-purpose Gymnasium in Dai Yen Ward, Ha Long City - the place chosen by the Ministry of Public Security and the World Police Taekwondo Federation to host the 2024 Asian Police Taekwondo Open - had more than 2,000 square ^meters of exterior decorative panels peeling off; many glass walls, ceilings and corrugated iron roofs, air conditioning and lighting equipment were severely damaged; the roof of the water sports gymnasium was broken and collapsed completely...

Similarly, the Provincial Planning, Fair and Exhibition Palace - an architectural highlight, where many major fairs and exhibitions of the province take place, had up to 80% of the roof system of Block A destroyed, leading to rainwater seeping inside and damaging many equipment. The Provincial Conference Center - where many important conferences and programs of the whole province take place, also had more than 2,000m2 of roof damaged, more than 600m2 of plaster ^ceiling , the lobby glass roof system collapsed, and the air conditioning, sound and lighting systems were damaged.

According to the report from the Provincial Management Board of Investment and Construction of Civil and Industrial Works, the unit is currently prioritizing and focusing on repairing the 5,000-seat multi-purpose gymnasium of the Provincial Multi-purpose Gymnasium.

Specifically, the air conditioning system has been repaired and the unit is focusing on repairing steel structures, exterior panels, glass doors, aluminum frames and lobby roofs. The project is expected to be completed by the end of November to ensure the best conditions for facilities and to serve the organization of the 2024 Asian Police Taekwondo Open, which will take place in early December with the participation of more than 2,500 delegates and athletes from 40 countries and territories in Asia.

At the Planning, Fair and Exhibition Palace; Provincial Convention Center, the Board has conducted an inspection, assessed the damage and developed a repair plan. The unit is currently completing the legal procedures and processes according to the law to carry out the repair in November 2024.

After directly inspecting, listening to reports and directing the organization of repair and restoration of key projects of the province, the Chairman of the Provincial People's Committee requested the units to speed up the progress.

He emphasized: To quickly overcome the damage after the storm, ensure a new period of stability, and not disrupt important activities of the province and the country, the organization of repairs must be accelerated. Investors and contractors must immediately develop detailed progress charts for each specific project; closely coordinate with departments, branches and localities to complete related legal procedures.

It is necessary to prepare human resources and materials to organize overtime and increase shifts, complete the repair of works as soon as possible, ensure quality, aesthetics, and techniques; ensure synchronization, connectivity, comprehensiveness, timely response, and suitability to climate change. During the repair process, it is necessary to research, propose, and supplement to increase the ability to withstand storms with higher wind intensity, such as the recent storm No. 3, ensuring stability and sustainability in the process of exploitation and long-term use...

As for the 5,000-seat multi-purpose gymnasium, it must be completed this November to create the best conditions for the Ministry of Public Security and the World Police Taekwondo Federation to successfully organize the Asian Police Taekwondo Championship, aiming to celebrate the 80th anniversary of the Traditional Day of the Vietnam People's Public Security Force (CAND) and the 20th anniversary of the National Day for National Security Protection.

Relevant units also need to develop plans and coordinate with the Ministry of Public Security to carry out preparations, logistics, and ensure security and order - traffic safety - fire prevention inside and outside the competition area, where delegates and athletes gather. The goal is to affirm the professional, friendly, and hospitable brand of Quang Ninh people, creating an impression on delegates and athletes participating in the tournament.
