The National Assembly Chairman noted that we must not allow loopholes in legal regulations, creating corruption and negativity, causing losses or congestion, difficulties for people and businesses, or only seeking to bring convenience to our ministries and branches, creating a mechanism of asking and giving.
On the morning of August 28, at the National Assembly House, National Assembly Chairman Vuong Dinh Hue chaired the 4th Conference of Full-time National Assembly Deputies, discussing a number of draft laws submitted to the National Assembly at the 6th session.
In his opening speech, National Assembly Chairman Vuong Dinh Hue emphasized that this is the conference that has given opinions on the largest number of laws since the beginning of the term. This conference will consider giving opinions on 8 draft laws to be submitted to the National Assembly for consideration and approval at the 6th session later this year.

Specifically, including: the draft Law on Land (amended), Law on Housing (amended), Law on Real Estate Business (amended), Law on Water Resources (amended), Law on Telecommunications (amended), Law on Citizen Identification (amended), Law on Forces Participating in Protecting Security and Order at the Grassroots Level and Law on Management and Protection of National Defense Works and Military Zones.
The National Assembly Chairman noted that these draft laws are all very important, receiving special attention from the people, containing many new contents, wide scope of influence, and there are also some issues on which there are different opinions. Therefore, delegates need to continue to consider and discuss them carefully.
In particular, National Assembly deputies focused on reviewing to clarify whether the draft laws have fully and correctly institutionalized the Party's policies; whether they have closely followed major policy groups, orientations, and required principles when drafting draft laws; and whether the new proposals have had their impacts fully assessed?
In addition, it is necessary to consider the constitutionality, consistency and unity of the legal system, especially closely related draft laws. Such as the draft Law on Housing, Real Estate Business, Land Law, etc.
Analyze carefully to choose the best option
Regarding some contents with different opinions between the reviewing and drafting agencies as well as different opinions within each agency, the National Assembly Chairman suggested careful analysis to choose the best option.
It is important to pay attention to the applicable provisions and transitional provisions, the National Assembly Chairman emphasized, if the regulations are not complete and clear, the promulgated law will still be stuck, inadequate, and incorrect during the implementation process.
In particular, National Assembly Chairman Vuong Dinh Hue asked delegates to thoroughly grasp the viewpoint of fighting negativity, corruption, and group interests in law-making.

In particular, it is necessary to ensure the implementation of the Party's directives on fighting corruption, negativity, and group interests in the law-making process right in the National Assembly.
The National Assembly Chairman said that based on the opinions of the National Assembly deputies, the National Assembly Standing Committee will continue to listen to them for further improvement. The agencies in charge of the review will continue to coordinate with the drafting agencies and relevant organizations to continue to submit to the National Assembly Standing Committee for comments in the spirit of "thorough implementation", no opinion of the National Assembly deputies will go unstudied, absorbed and explained.
To ensure the conference is conducted effectively, the National Assembly Chairman requested that National Assembly deputies continue to promote a high sense of responsibility towards voters and the country, fully participate in all sessions, and make the most of their time to research, exchange, debate, and criticize with the drafting and reviewing agencies to contribute many quality and profound opinions on the drafts.
The National Assembly Chairman expects that with their extensive experience and in-depth knowledge, experts and delegates will contribute their opinions deeply and wholeheartedly on the issues of the draft law as well as practical issues to continue to improve and ensure the highest quality of the draft laws submitted to the National Assembly for consideration and decision.
Today, delegates will discuss a number of major issues with different opinions on the draft Law on Citizen Identification (amended); the draft Law on Forces Participating in Protecting Security and Order at the Grassroots Level; the draft Law on Management and Protection of National Defense Works and Military Zones; and the draft Law on Water Resources (amended).
The conference of full-time National Assembly deputies was held from August 28 to 30.
