National Assembly Chairman: Auditing activities contribute to saving thousands of billions of dong

According to National Assembly Chairman Tran Thanh Man, since its establishment, auditing activities have contributed to saving thousands of billions of VND for the state budget, preventing and handling many violations.

This morning, July 11, in Hanoi, the State Audit Office held a ceremony to celebrate its 30th anniversary (July 11, 1994 - July 11, 2024) and received the First Class Labor Medal. Speaking at the ceremony, National Assembly Chairman Tran Thanh Man said that from the early days of its establishment with only 5 units, 60 officials, civil servants and auditors, to date, the State Audit Office has developed strongly with 32 affiliated units, more than 2,000 officials, civil servants and auditors. Of which , 100% of state auditors have a university degree or higher; over 55% of officials and civil servants have master's and doctoral degrees and are well-trained domestically and internationally.

This is a clear demonstration of the remarkable development in both quantity and quality of the State Audit team; affirming that the State Audit is increasingly mature and strong; contributing to building a transparent and sustainable national financial system, effectively serving the cause of industrialization, modernization and international integration of the country. According to the National Assembly Chairman, since its establishment, through auditing activities, it has contributed to saving thousands of billions of VND for the state budget, preventing and handling many violations. Effectively supporting the investigation, inspection and examination work of functional agencies, in order to strengthen financial discipline and order, prevent corruption, negativity and waste. "The State Audit has always closely followed the activities of the National Assembly and the country's socio-economic management and administration; helped the National Assembly have reliable sources of information and data to approve the state budget settlement; decide on the state budget estimate and allocate the annual central budget; and help the supervision activities of the National Assembly and the National Assembly Standing Committee become more effective," the National Assembly Chairman emphasized. Through auditing activities, shortcomings in regulations and policies have been discovered, and recommendations have been made to improve policies on public finance and public assets. At the same time, through auditing, it has supported the People's Councils and People's Committees of localities in managing, operating, supervising and deciding on important local issues. According to the National Assembly Chairman, on the path of development, the State Audit has continuously expanded international cooperation; it has become a member of the International Organization of Supreme Audit Institutions and the Asian Organization of Supreme Audit Institutions. In particular, successfully hosting the 14th Congress of the Asian Organization of Supreme Audit Institutions in 2018 and holding the role of Chairman for the 2018-2021 term has brought the State Audit to a new position in international cooperation activities.

On behalf of the Party and State leaders, National Assembly Chairman Tran Thanh Man awarded the First Class Labor Medal to the State Audit.

Firstly, firmly grasp and correctly implement the Party's policies and strategic orientations; National Assembly Resolutions on socio-economic development, national defense, security and foreign affairs; Government management and direction on the state budget, fiscal and monetary policies; Select and prioritize the implementation of the key objectives of the State Audit Development Strategy to 2030. In particular, it is necessary to thoroughly grasp the direction of General Secretary Nguyen Phu Trong at the National Conference of Internal Affairs Agencies: the auditing sector must "always firmly grasp, grasp and properly perform its functions, tasks and powers; must "be true to its role", truly understand and strictly implement the principles, laws, regulations and rules; especially must be very impartial, objective and transparent; must effectively use and control the power entrusted by the Party, State and people. Second, continue to consolidate and perfect the legal framework so that the State Audit's operations are increasingly effective and efficient; study and review the State Audit Law to propose to the National Assembly for timely consideration and amendment, ensuring that it is consistent with practical operations and consistent with the current legal system. Third, strengthen and improve the effectiveness of coordination between the State Audit and other agencies. agencies of the National Assembly and related agencies; organize and operate publicly, transparently, effectively, professionally, regularly, and modernly. Determine the objectives and focus of auditing, provide accurate and timely information to serve the management, operation, and supervision of public finance and public assets, and prevent and combat corruption and negativity. Fourthly, continue to pay attention to training, fostering, and building a team of staff with solid professional qualifications, skills, qualities, political will, and professional ethics; consolidate and build the entire auditing sector to be united and strong in all aspects. Fifthly, proactively integrate internationally in the field of State Audit; increasingly consolidate the position and prestige of the State Audit in the system of Vietnamese state agencies and in the system of international auditing agencies.
According to State Auditor General Ngo Van Tuan, synthesizing the audit results since its establishment, the State Audit has discovered and recommended financial handling of over VND 740,000 billion. At the same time, the State Audit has recommended amending, supplementing, replacing, and canceling more than 2,200 legal documents and management documents with contents inconsistent with State regulations and practices, promptly overcoming "loopholes" in mechanisms and policies, preventing loss and waste. In the coming period, the State Audit will continue to adhere to the motto of action "Quality and ethics of public service", ensuring the implementation of responsibilities for a transparent and sustainable national finance. In the more distant future, the development vision of the State Audit must be closely linked to the new requirements of the Party and the State, with the goal of making our country a developed, high-income country by 2045.
