That was the direction of Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Vo Van Hung at the 2024 Business Dialogue Conference organized by the Quang Tri Provincial People's Committee this morning, September 13. Vice Chairmen of the Provincial People's Committee Ha Sy Dong, Hoang Nam and 500 businesses representing 3,408 businesses operating in the province attended.

In his opening speech, Permanent Vice Chairman of the Provincial People's Committee Ha Sy Dong emphasized that over the years, Quang Tri province has always identified enterprises as the core, pioneering force, and an important driving force to successfully implement the province's socio-economic development goals and tasks.

The Provincial Party Committee, People's Council and People's Committee always pay attention to, encourage, motivate, create favorable conditions and accompany businesses and investors in the process of implementing investment activities as well as production and business.

The business dialogue conference organized by the Provincial People's Committee is an opportunity for provincial leaders, departments, branches and local authorities to grasp the thoughts and aspirations; difficulties and problems of businesses and investors in order to increase understanding, empathy, sharing, enhance responsibility and have timely solutions to support businesses and investors.

According to the Department of Planning and Investment, the province currently has 3,408 operating enterprises with a total registered capital of more than 70,000 billion VND.

In the first 8 months of 2024, 251 newly registered enterprises with a total registered capital of nearly 1,969 billion VND. The total product (GRDP) of enterprises in the province in 2024 is estimated at 28,000 billion VND, contributing about 65.7% of the province's GRDP. The structure, scale, and fields of operation of enterprises have changed in line with the orientation of economic restructuring, creating resources for investment and development.

At the conference, 20 businesses and investors spoke, focusing mainly on the following groups of contents: Requesting the province to provide specific information on solutions to promote the province's economic development in the coming time; strengthening legal support policies for businesses; simplifying investment procedures. Requesting the province to increase investment in infrastructure of industrial parks and clusters to support businesses in ensuring production conditions; considering simplifying procedures related to project bidding, supporting tax policies, fire prevention and fighting, etc.

These are all issues that clearly reflect the difficulties and problems that the business community is facing today.

Among them, the issue raised by Ms. Duong Thi Anh Hong, representative of Viet Hong Chinh Trading and Import-Export Joint Stock Company, attracted special attention from delegates attending the conference. That is, it is necessary to change the mechanism and policies at Lao Bao International Border Gate to increase the number of vehicles of enterprises importing and exporting goods through Laos and vice versa.

Regarding this issue, Chairman of the Provincial People's Committee Vo Van Hung requested the customs sector to answer frankly to businesses and provincial leaders about whether or not there are "complications" in customs procedures that force businesses to choose to import and export goods through other border gates. At the same time, he requested that any businesses that have encountered difficulties in carrying out customs clearance procedures at the two border gates in the province, forcing them to transport goods through border gates in other provinces, can report to provincial leaders.

A representative of the Quang Tri Customs Department affirmed: In the dialogues with businesses in the province organized by the unit in the past time, there were no comments from businesses about the harassment of customs officers towards businesses in carrying out customs clearance procedures. The customs sector strictly implements the procedures for customs clearance of goods and vehicles passing through border gates in accordance with regulations, minimizing the time for processing procedures, creating the most favorable conditions for businesses inside and outside the province.

At the conference, the opinions and proposals of enterprises and investors were basically directly answered by the leaders of the Provincial People's Committee, leaders of departments, branches and localities. For opinions and proposals that were not answered at the conference, the Provincial People's Committee assigned the relevant agencies to respond in writing or directly respond to enterprises and investors as soon as possible.

Concluding the conference, Chairman of the Provincial People's Committee Vo Van Hung emphasized: In order for each time the Provincial People's Committee organizes a business dialogue conference to be fresh and bring practical results to businesses and investors, departments, branches and localities, according to their functions and tasks, must research and advise the Provincial People's Committee to propose the most effective and efficient solutions, contributing to creating an increasingly favorable, open and attractive investment and business environment. After the dialogue conference, it is necessary to promptly and responsibly resolve the problems and difficulties that businesses have proposed, creating trust for the business community.

The Chairman of the Provincial People's Committee requested that authorities at all levels should promote the spirit of openness to receive comments and feedback from the business community. At the same time, he suggested creating a zalo group to establish a business dialogue forum in Quang Tri province so that businesses and authorities can conveniently exchange information...

With the determination to improve the investment and business environment and enhance the province's competitiveness, the Chairman of the Provincial People's Committee requested that leaders of all sectors and levels be proactive and pioneers in fulfilling their roles and responsibilities in supporting and accompanying businesses; be flexible and creative in handling work; promote administrative reform, strengthen discipline, order, and improve awareness, attitude, and service quality of officials, civil servants, and public employees in performing their duties.

Improve the quality of business support services, especially for small and medium enterprises. Focus on consulting, training and retraining solutions according to business needs on business restructuring, market, risk management, digital transformation, participation in sustainable value chains...

Assign the Provincial Associations and Business Associations to regularly grasp the proposals and recommendations of enterprises to promptly recommend the Provincial People's Committee for handling.
