Continuing the working program, on the morning of May 25, the National Assembly discussed the report of the Supervisory Delegation and the draft Resolution of the National Assembly on the results of the Thematic Supervision of the implementation of Resolution No. 43/2022/QH15 dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-Economic Recovery and Development Program and the National Assembly's resolutions on a number of important national projects until the end of 2023.

Many officials avoid, fear mistakes, fear responsibility

Recognizing some of the shortcomings, limitations and causes, delegate Mai Van Hai said that among the causes of the shortcomings and limitations are the complicated documents guiding capital allocation and disbursement procedures. There are still problems in applying special mechanisms and many officials are in a state of shirking, avoiding, fearing mistakes and fearing responsibility.

Discussing at the meeting hall, National Assembly delegate Nguyen Anh Tri (Hanoi delegation) highly appreciated the report of the Supervisory Delegation as well as the effectiveness of Resolution 43/2022/QH15 and other resolutions of the National Assembly. However, regarding the shortcomings and limitations in implementing the resolutions, the delegate expressed concern about the situation of shirking, avoiding, and fear of responsibility of a number of cadres, civil servants, and public employees in performing their duties.

"To prevent the epidemic of avoiding and being afraid of responsibility from continuing to exist, all levels and sectors need to point out and discipline those who push the needle, avoid, and are afraid of responsibility. At the same time, promptly commend and reward individuals who dare to do and dare to take responsibility," said Delegate Nguyen Anh Tri.

Also concerned about this issue, National Assembly delegate Nguyen Huu Thong (Binh Thuan Province Delegation) expressed his agreement with the causes of the existence and limitations in the implementation of resolutions and programs as stated in the report of the Supervisory Delegation. The delegate emphasized that the main cause is the human factor, because people are the subjects who propose and promulgate policies; it is also people who implement and deploy policies in reality.

"Currently, there is a situation of shifting responsibility, fear of making mistakes, and fear of responsibility among a number of cadres, civil servants, and public employees in performing public duties, leading to ineffective work handling," said the delegate.

Delegate Nguyen Huu Thong stated that the situation of shirking, avoiding, fearing mistakes, and fearing responsibility by a number of cadres, civil servants, and public employees has been mentioned many times but there has been no change.

“Is it that we do not have a mechanism to handle and evaluate civil servants or a mechanism to protect cadres who dare to think, dare to do, dare to take responsibility for the common good? In my opinion, we have had many documents of the Party and the Government on evaluating cadres, civil servants, and public employees and we have Conclusion 14 of the Central Committee, Decree 73/2023/ND-CP of the Government regulating cadres who dare to think, dare to do, dare to take responsibility for the common good, so what is the cause?” - the delegate wondered.

The delegates suggested that the National Assembly and the Government make a fundamental assessment, find the right causes and have truly effective solutions, including surveying and re-evaluating the implementation of Decree 73/2023/ND-CP since its promulgation to date, which agencies, units and localities have applied and brought about effectiveness, so that they can expand it. If after surveying and evaluating, there are still problems in localities and units that have not applied it, there must be effective solutions to overcome the above situation.

To effectively implement Resolution 43/2022/QH15, National Assembly delegate Nguyen Van Manh (Vinh Phuc Provincial Delegation) proposed a number of solutions, including continuing to decentralize, delegate power, and allocate resources associated with responsibilities to localities in implementing programs and projects, overcoming cumbersome administrative procedures, and increasing work quality and efficiency.
