Through my research, I found that the draft Political Report of the Provincial Party Committee's 17th term mentioned a lot about the fields of science and technology, innovation and digital transformation. This is a correct and timely policy to implement Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation.
In recent times, all levels, sectors and localities have strongly participated in the province's digital transformation. Many activities of the province are carried out online, helping to save time and money. In the field of administrative reform, receiving and processing administrative procedures of state agencies for people and businesses online is very convenient, fast and transparent. Currently, the provincial level has a Public Administration Service Center. District and commune levels both have departments to receive and return results of administrative procedure settlement to people and businesses. In the future, when the merger of commune-level administrative units, the abolition of the district level, and the consolidation of the province are completed, the working space will be larger. At that time, all communes and wards will have a public administration service center to receive and handle administrative procedures for people and businesses.
However, to achieve comprehensive digital transformation, people can handle all administrative procedures with specialized agencies while sitting at home, requiring a large number of specialized IT engineers and bachelors. In addition to developing, upgrading, maintaining software, and securing user data, this team also has the task of "holding hands and guiding" people to enter data into specialized software, transfer it to the processing departments, monitor the processing process and receive results. Recent statistics show that the number of specialized IT engineers and bachelors in agencies, units and localities in the province is very modest. Among them, there are not many people with deep expertise, good skills, and who can develop software.
In the past, the province has issued a number of policies to attract talent in a number of fields, but not in the information technology field. If their income is only calculated as those of other workers according to the current level and rank, it will be very difficult to attract them. Not to mention, in the past, many information technology engineers working in the province did not have a professional working environment for them to unleash their creativity, but sometimes they had to do other jobs, leading to the loss of expertise. The specificity of the information technology field requires regular work and continuous technology updates to develop.
The Politburo has issued Resolution 57 on breakthroughs in science, technology, innovation and national digital transformation. Therefore, the province needs to soon issue specific policies to attract high-quality human resources in the field of information technology as well as create a professional working environment for them to contribute to the development of the province and the country.
