How much salary will senior experts receive?

When cadres, civil servants and public employees are appointed as senior experts, they will no longer hold their old positions, will be paid according to the senior expert salary scale and enjoy the accompanying regimes and policies.

The Government has just issued Decree 92/2025 regulating the regime and policies for senior experts. This Decree takes effect from June 15, 2025.

The newly issued Decree guides the use of senior experts who are foreigners and overseas Vietnamese in central Party and State agencies.

Specifically, including: Central Organizing Committee, Central Propaganda and Mass Mobilization Committee, Central Internal Affairs Committee, Central Policy and Strategy Committee, Central Inspection Commission, Central Party Office, Office of the President, Government Office and Office of the National Assembly.

Senior experts are those who meet the standards and conditions and are appointed by competent authorities according to Regulation 180/2024 of the Secretariat on senior experts. These people include cadres, civil servants, public employees; retired people, and people working outside the political system.

According to the decree, senior experts are cadres, civil servants, and public employees holding leadership and management positions and receiving salaries according to civil servant ranks and grades. If they are appointed as senior experts, they will no longer hold their previous positions from the date of appointment, will be paid according to the senior expert salary scale, and will enjoy benefits and policies in six cases.

In case of holding a leadership or management position with a position allowance coefficient of 0.9 or less or not holding a leadership or management position, the salary will be classified as level 1, salary coefficient 8.80 of the senior expert salary scale. These people also enjoy the regime and policies related to public service activities equivalent to the position of assistant to senior leaders of the Party and State.

People holding leadership and management positions with a position allowance coefficient from 1.0 to 1.25 are classified as level 2, with a salary coefficient of 9.40 of the senior expert salary scale. At the same time, they are entitled to enjoy policies and regimes related to public service activities equivalent to the position of deputy minister.

For those holding leadership and management positions with a position allowance coefficient of 1.30 or higher, their salary is classified as level 3, with a salary coefficient of 10.0 of the senior expert salary scale. At the same time, they enjoy the regime and policies related to public service activities equivalent to the title of minister.

For groups with new salary coefficients lower than the total old salary coefficients (including salary coefficients according to grade, level, title plus leadership position allowances and seniority allowances exceeding the framework, if any), they will enjoy a reserved difference coefficient equal to the total old salary coefficient.

Another group is the agency that uses senior experts, based on the work efficiency of the senior experts and the agency's resource capacity, can implement a number of other policies and regimes (bonuses, working conditions...) suitable to the actual situation of the agency.

In case after ceasing to be a senior expert, the competent management authority appoints cadres, civil servants, and public employees to a new job position, the salary level in the civil service category, the professional title the civil servant enjoyed before appointing the senior expert and the time working as a senior expert will be used to rank the civil service category, professional title of the civil servant to a higher salary level in that civil service category, professional title of the civil servant. This group will also enjoy salary allowances (if any) associated with the new job position according to regulations.

This Decree also stipulates the regime and policies for retired people and people working outside the political system.

"Funds for implementing policies and regimes for senior experts are allocated from the state budget according to current decentralization" - Decree 92 clearly states.
