Attending the seminar were comrade Nguyen Thanh Nghi, member of the Party Central Committee, Standing Deputy Secretary of the City Party Committee, representatives of ministries, southern provinces, domestic and international experts and scientists .

According to Associate Professor, Dr. Vu Hai Quan, Director of VNU-HCM, the seminar is an activity to implement the Conclusion Notice No. 30-TB/TGV dated May 13, 2025 of the Working Group assisting the Central Steering Committee on Science, Technology, Innovation and Digital Transformation. The Notice requires ministries, branches and localities to develop and promulgate technical regulations on smart cities to be applied uniformly nationwide; at the same time, develop the content of the decree on smart city development and review and adjust local strategies associated with infrastructure modernization.
As the largest training, research and innovation center in the Southern region, VNU-HCM is oriented to develop into a smart university urban area. Accordingly, VNU-HCM not only participates in policy discussions but also plays a proactive role in implementing the smart urban model, in order to concretize the policies of the Party and the State, and at the same time contribute to creating a pilot model that spreads to Ho Chi Minh City and the whole country.

At the seminar, experts focused on presenting three key groups of issues related to smart urban development in the context of implementing important national resolutions. The first group mentioned the theoretical basis, international experience, pillars of smart cities and development roadmap in accordance with Resolution No. 57-NQ/TW and Resolution No. 71/NQ-CP. The second group revolved around the plan to deploy smart cities in Ho Chi Minh City and some localities. The third group emphasized the role of technology enterprises, universities and research institutes in promoting this process, and proposed orientations for building a smart university urban model at VNU-HCM.
The discussion session was chaired by Mr. Tran Quoc Thai, Director of the Department of Urban Development ( Ministry of Construction ), leaders of the Department of Science and Technology of Ho Chi Minh City and Associate Professor, Dr. Tran Minh Triet, Vice Rector of the University of Natural Sciences (VNU-HCM).

At the seminar, many important presentations were made by experts from domestic and international agencies and organizations such as the Ministry of Construction, the Department of Science and Technology of Ho Chi Minh City, City University of Hong Kong (CityUHK, China) and Nanyang Technological University (NTU, Singapore). At the same time, Associate Professor, Dr. Tran Minh Triet (University of Natural Sciences) and Dr. Le Thanh Hoa (University of Social Sciences and Humanities) focused on analyzing smart urban planning and the role of technology in sustainable urban development; Senior Lieutenant General Nguyen Van Thanh (Central Theoretical Council) presented a presentation on the smart city model associated with security, welfare and safety indicators, especially in the context of strong transformation of the fourth industrial revolution...
In addition, at the event, scientists and experts analyzed smart urban models based on knowledge platforms; proposed policy testing mechanisms (sandboxes), developed open ecosystems, integrated technologies such as artificial intelligence (AI), open data and digital city models (Digital Twin) in urban planning and operations.
According to the organizers, the seminar is not only an academic forum but also aims to propose practical solutions and specific policies. The recommendations will be compiled and reported to competent authorities, contributing to the completion of important mechanisms and policies, contributing to the process of building a Decree on smart urban development in 2025.
