Decree 168/2024/ND-CP regulating administrative sanctions for violations of road traffic order and safety has provisions on the use of roads and sidewalks for other purposes.

Accordingly, the current common situation of street vending or selling other small goods on the road or sidewalks of streets where selling is prohibited will be fined 200,000-250,000 VND.

The above fine also applies to illegal acts of playing soccer, shuttlecock, badminton or other sports activities on the road; using skateboards, roller skates, and similar equipment on the roadway.

Violations of drying rice, paddy, straw, stubble, agricultural, forestry and seafood products on the road; placing rice threshing machines on the road will also be fined 200,000-250,000 VND, according to Decree 168.

For acts of illegally using roads and sidewalks for: holding markets; providing food and beverage services; displaying and selling goods; repairing vehicles, machinery and equipment; washing cars; placing and hanging signs and billboards, Decree 168 stipulates a fine of 2-3 million VND (individuals) and 4-6 million VND (organizations).

Meanwhile, the fine will increase to 3-5 million VND (individual) and 6-10 million VND (organization) if the violation is displaying, selling machinery, equipment, materials or manufacturing, processing goods on the roadway or sidewalk.

Decree 168/2024 takes effect from January 1, 2025.
