The Ministry of Health, the Ministry of Home Affairs, and the Ministry of Industry and Trade were "named and shamed" for not meeting the requirements of reducing and simplifying procedures.

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 144 on ensuring the reduction and simplification of administrative procedures, business conditions and the smooth and effective implementation of administrative procedures in the implementation of two-level local government.

According to the dispatch, up to now, 10 ministries and agencies have submitted plans to the Prime Minister for consideration and approval. Of which, the Prime Minister has approved plans to cut and simplify 1,315 administrative procedures and cut 872 business conditions of relevant ministries and agencies.

List of ministries that have not met the requirements for cutting and abolishing procedures

It is expected that in 2025, 488 administrative procedures will be abolished, 2,675 procedures will be simplified (accounting for 74.86% of the total number of procedures related to production and business activities) and 2,028 out of a total of 7,806 business conditions will be cut (reaching a rate of 26%).

From July 1 to August 23, the total number of records received by 34 provinces and cities was 6.5 million administrative procedure records, of which 4.8 million records were received at the commune level (an increase of about 25% over the same period in 2024).

However, there are still shortcomings and limitations pointed out. In particular, the two ministries of Health and Home Affairs have not submitted to the Prime Minister a plan to reduce and simplify procedures as required; the two ministries of Industry and Trade and Health are expected to not achieve the target of reducing at least 30% of business conditions.

The information systems of some ministries (such as household registration; business registration, business households, cooperatives; information disclosure on animal feed, etc.) have not yet been upgraded in time to meet the requirements of implementing a two-level local government.

Some national and specialized databases are still slow to be completed and put into operation or do not meet the requirements of "correct, sufficient, clean, and live" data to serve the reduction and simplification of administrative procedures.

The administrative procedure settlement information system of some localities has been upgraded but is not comprehensive, adequate, and unstable; internal procedures on the administrative procedure settlement information system have not been adjusted in a timely manner, leading to the provision of online public services not being smooth and effective.

The arrangement of cadres and civil servants of some agencies has not yet fully ensured and met the professional and technical requirements of the job position. The arrangement of personnel is still uneven among the Public Administration Service Centers, not meeting the job requirements.

Technical facilities in some localities are still lacking, and the issuance of digital signatures for public service is slow, so working conditions are not guaranteed. The number of administrative procedures provided with online public services in some localities is still low; some places are not equipped with computers to support the implementation of online public services for people.

Arrange adequate staff and civil servants to meet administrative procedure requirements

On that basis, the Prime Minister requested the two ministries of Health and Home Affairs to urgently complete the development of a plan to cut and simplify administrative procedures and business conditions, and submit it to the Prime Minister no later than August 31.

The Ministry of Science and Technology, the Ministry of Foreign Affairs and the State Bank of Vietnam shall urgently supplement and complete the dossier to submit to the Prime Minister for approval of the plan to reduce and simplify business procedures and conditions. The Ministry of Industry and Trade shall ensure to reduce at least 30% of business conditions in 2025.

Local ministries and branches focus on reviewing and promptly overcoming the limitations and shortcomings of shared information systems; integrated software systems, fully and continuously connected in real time, ensuring implementation regardless of administrative boundaries and without interruption.

Deploying full-process online public services, restructuring processes, and providing online public services.

Provincial leaders review and arrange sufficient staff and civil servants, meeting the professional and technical requirements of the job position to ensure smooth and effective implementation. Carry out administrative procedures regardless of administrative boundaries within the province.

Convert data from the systems of the provinces before the merger, ensuring completeness, accuracy, and originality of data serving management, operation, handling administrative procedures, and providing online public services; fully arrange equipment and facilities.
