Ministry of Health inspects decentralization and delegation of authority in the health sector in An Giang province

On the afternoon of August 13, the inspection team of the Ministry of Health, led by Professor, Dr. Tran Van Thuan, Deputy Minister of Health, worked with the People's Committee of An Giang province to grasp the situation of implementing decentralized tasks and powers in the health sector and the arrangement and organization of health facilities when implementing the 2-level local government model.

The inspection team of the Ministry of Health inspected the operations at Vinh Thanh Van Medical Station.

According to the report of the Provincial People's Committee, after the merger, the Department of Health of An Giang province has 7 specialized departments and equivalent, 2 branches, 46 public service units and 298 medical stations.

Currently, the health sector has 116 civil servants, 12,159 employees and labor contracts. The medical examination and treatment sector issued 13 procedures; the disease prevention sector issued 29 procedures. The timely issuance of administrative procedures creates favorable conditions for organizations and individuals to implement them.

The work of arranging and organizing medical facilities, it is expected to be rearranged into regional medical centers to carry out inter-commune and ward medical tasks. For medical stations, it is expected to establish 102 medical stations in new communes, wards and special zones. Of which, 1 central medical station will be selected as a medical station for communes, wards and special zones, the remaining medical stations will be organized into medical stations. The newly established medical stations are public service units under the People's Committees of communes, wards and special zones.

Director of An Giang Provincial Department of Health Tran Quang Hien reported on the implementation of decentralized tasks and powers in the health sector at the conference.

Regarding human resources, the medical center will review, report and propose to competent authorities to consider transferring from other places to meet task requirements.

Regarding facilities and equipment for the new medical station, based on the scale of operation and population, the medical center shall propose to the People's Committee of the new commune or ward to arrange for it to meet the conditions for being licensed to operate as a medical examination and treatment facility, ensuring that the primary health care task for the people in the area is continuous and uninterrupted.

However, having many health stations operating in the same commune, ward, or special zone poses some difficulties in managing, coordinating activities, and ensuring service quality; leading to differences in service quality between health stations. Some health stations have not yet met their tasks due to lack of facilities, human resources, etc.

The People's Committee of An Giang province proposed to soon issue a circular guiding the functions, tasks, and organizational structure of commune and ward health stations; update the software for the medical examination and treatment practice management system; provide specific instructions on the implementation process, attached tables... to unify nationwide.

Speaking at the meeting, Deputy Minister of Health Tran Van Thuan basically agreed with the recommendations of the An Giang Provincial People's Committee. At the same time, he emphasized the role of grassroots health care and preventive medicine, the need to change the mindset from medical examination and treatment to preventive medicine; promote propaganda work, and invest in infrastructure.

Vice Chairwoman of An Giang Provincial People's Committee Nguyen Thi Minh Thuy said that the province pays great attention to healthcare, education and culture in implementing the two-level local government model in An Giang province. In the coming time, the province will focus on investing in healthcare, education, especially grassroots healthcare to meet the needs of people for primary health care and protection.
